Meeting No. 20/87-NC-7/2012 of NORMS COMMITTEE (NC-7) dealing with ‘Chapter 39 and 40 of ITC (HS) Code’ scheduled to be held on 15.08.2012 (held on 16.08.2012) under the Chairmanship of Dr. L.B. Singhal, Addl. DGFT, Udyog Bhawan, New Delhi-110011. Following officers attended the Meeting:

Request: Higher quantity of Import Item No. 4 mentioned at SION H-278.

Decision: The issue was discussed in detail in Norms Committee Meeting with the Technical Representative of D/o C&PC, who informed that the Part Hundred Rubber (PHR) is not reflected in the description of Export Product and the quantity of PVC Stabilizer would depend upon specific end use / application and properties required in final PVC Processed Article (Export Product). The requirement of PVC Stabilizer for the manufacture of Rigid PVC Sheet varies from 3 – 4 PHR. At 3 PHR level, the quantity required 0.0217 kg, whereas at 4 PHR level, the quantity of PVC Stabilizer required 0.0290 kg. Hence, it is not possible to give two different quantities depending upon PHR level.

  1.     In view of the above, D/o C&PC vide its OM No. 46011/104/2011-PC.II dated 26.07.2012, recommended to reduce the

quantity of Import Item No. 4 – PVC Stabilizer of SION H-278 from 0.028 kg to 0.022 kg.

  1.     The Committee decided to accept the recommendation of D/o C&PC.  The above amendment may be notified through

Public Notice after approval of DG.

Decision: The matter was examined in Norms Committee Meeting in light of the written comments furnished by DIPP vide dated 16.08.2012. It was noted that the 'Nylon Tyre Cord Febric’ description is more appropriate and specific for using as input for export of ‘Nylon Bicycle Tyre’ whereas ‘Nylon Fabric’ is a general description and can be used for other export products also.

  1.     In view of the above, the Committee decided to amend the description of Import Item    No. 7 to read as “Relevant Nylon

Tyre Cord Fabric” in SION A-1691. The amendment may be notified through Public Notice after approval of DG.

  1.     It was decided that RA, Ludhiana may be clarified that Import Item No. 7 may be accepted with the description as “Nylon

Tyre Cord Fabrics” instead of ‘Nylon Fabrics’ as given in SION A-1691.
