Decision: The issue was considered in detail in Committee and it was decided to clarify to RLA, Baroda that in view of the General Note No. 7 (for all Export Product Group) of HBP Vol. II which states clearly that an applicant need not apply for all the inputs mentioned in the Standard Input Output Norms (SION), we should have no objection in case an applicant is using any number of import items mentioned in SION.

  1.     In the present case, the firm is using only two import items ( as mentioned in SION H-54) No. 1 and 3 namely “Relevant

Polymers such as Polyethylene, Polypropylene, Polystyrene, Polyester (PET/PBT) EVA” and “Relevant Colour Pigment/Dyes” for the manufacturing of “Colour Master Batches”. In the Committee, it was also pointed out that Colour Master Batch can be manufactured by using only two import item Nos. 1 and 3 as mentioned in SION H-54.

Decision: The case was discussed in the Meeting and it was observed that although the ITC(HS) Code of Export Product is 39, but the export product is covered under the jurisdiction of Norms Committee-II (NC-II). Hence the Committee decided to transfer the case to NC-II for its consideration.
