Meeting No. 12/87-NC-7/2010 of NORMS COMMITTEE (NC-7) dealing with ‘Plastic & Rubber Products’ held on 23.06.2010 under the Chairmanship of Shri Amitabh Jain, Addl. DGFT, Udyog Bhawan, New Delhi-110011. Following officers attended the Meeting:

Request: Modification in Standard Input–Output Norms at S. No. H-444.

Decision: The Norms Committee in its Meeting No. 9/AM11 held on 02.06.2010 considered the request dated 08.01.2009 of M/s Tetra Pak India Limited for amendment in SION at Sl. No. H-444 and allowed following amendment:

Existing Proposed Description of Export Product Aseptic packaging of Aluminium Foil of thickness less than 0.2 mm backed by paper, LDPE, with/without Polypropylene/MPM Strips Aseptic packaging Material Import item No. 4 new item viz. LK film to be added with the same wastage norm LLDPE/HDPE/MLDPE granules LLDPE/HDPE/MLDPE granules/LK film.

  1.     The Norms Committee again considered the case in its Meeting No. 12/AM11 dated 23.06.2010 in view of observations of

Directorate General of Foreign Trade in F. No. 01/87/171/00002/AM11/DES-VII that “Is it possible for the export product ‘Asceptic Packaging Material’ to be there/ manufactured / used, which does not have any ‘aluminium foil’ , therein? If that is so then a Note would need to be added that the raw material claimed for import would have to be accounted for in the export product.”

  1.     The representative of Deptt. of C&PC made oral submissions to the Committee that the export product namely “Asceptic

Packaging Material” cannot be manufactured without the use of ‘Aluminium Foil’ and its use is mandatory. It was further submitted

PRO version that the export product is a specialized mode of packaging of liquid food like juices/milk, oil etc. which retains their quality over a long period of time without use of preservative or refrigeration.

  1.     Accordingly, the Committee decided to maintain its earlier decision as under:
