The committee noted that adhoc norms were fixed earlier against the above stated Advance Authorizations by the norms committee in its meeting held on 15.5.2009. On representation of the firm the matter has been reviewed. The licencee was given PH on 07.07.2011 before the committee to explain the wastages claimed by them. A detailed discussion took place regarding the ingredients which are used as raw material as blends and the flavouring essences used by the licencee. They were asked to give detailed write up on the requirement of both the kinds of goods separately. The decision earlier taken was also reviewed in the light of new explanation. It was clear that flavouring essences (which are essential oils and are alcohol based) are
difficult to account for in quantity terms as they evaporate during the process but impart flavour. As they are sensitive, it was decided to limit them in value terms. As for the flavouring herbs which are ingredients, wastage of 2% was found reasonable. The comments of MSME dt.16.08.2011 have been received. Accordingly, committee decided to approve the case as under “The natural flavouring herbs as ingredients are to be allowed with 2% wastage. The relevant flavours (alcohol based flavouring essences) are to be allowed only to the extent of 5% of FOB value of the export product”.
