The Committee considered the case as per agenda. The representations of the firm dated 8th February, 2013, for enhancement of import quantity of Glycerine from 0.220 Kg. to 0.289 Kg. was discussed in the Committee. Technical Authority, C&PC (Chemicals) clarified that earlier there was some error in the calculation of number of molecules of Glycerine taking part in the chemical reactions, that is, earlier only 3 molecules had been considered, whereas actually 6 molecules of Glycerine take part in the reaction. Therefore, TA, C&PC re-examined the case and recommended to Committee for rectifying the error. Committee also kept in view the Central Excise Data certifying that 0.289 Kg of Glycerine is required for the manufacture of 1 Kg. of export product – Lubricating Additives.

Hence, Committee, based on the written recommendation of C& PC (Chemicals) vide their U.O.No.14010/176/2011-Ch-II dated 21.5.2013, decided to re-consider and revise the norms for import item Glycerine’’ (Import Item No. 2), as under:-

The quantity and other description mentioned in the minutes of ALC M.No. 31/83 dated 31.10.2012 will remain the same.

RLA concerned may take necessary action under Para 4.7 of HBP as per above decision of NORMS COMMITTEE.

The Committee considered the case as per agenda and noted that Technical Authority, DIPP, vide their U.O.No.7/100/2013-TSW/98 dated 11.6.2013, have re-examined the case based on the clarification submitted by the firm vide their letter dated May 17, 2013, along with declaration for export and import items, FDA Certificate, ARE-1, Export Invoice, Shipping Bill, raw material specification and Charted Engineer Certificate. Technical Authority, DIPP, also observed that in the advance license, the quantity of the product was given in Numbers and based on ARE-1, Export Invoice, Chartered Engineer Certificate, the following weight of export products has been observed by TA, DIPP:-

Taking into account all the facts and circumstances mentioned above, Committee decided to approve norms, as under:-
