The Committee considered the case as per agenda and noted that Technical Authority, DIPP, vide their U.O.No.7/100/2013-TSW/92 dated 4.6.2013, have re-examined the case based on the clarification submitted by the firm vide their letters dated 30th Apiril, 2013, 13th May, and 23rd May, 2103, along with declaration for export products, FDA Certificate, ARE-1, Export Invoice, Shipping Bill, raw material specification. Technical Authority, DIPP, also observed that in the advance license, the quantity of the product was given in Numbers and based on ARE-1, Export Invoice, Chartered Engineer Certificate, the following weight of export products has observed by TA, DIPP:-

Taking into account all the facts and circumstances mentioned above, Committee decided to re-consider the case and approve norms, as under:-

The Committee considered the case as per agenda. The Department of C&PC (Chemicals) vide their note dated 5.6.2013 mentioned that earlier the firm was allowed export of ‘Sodium Perchlorate Monohydrate’, while the firm had actually obtained advance authorization for export of ‘Sodium Perchlorate Anhydrous’. TA, C&PC (Chemicals) further informed that ’Sodium Perchlorate Anhydrous’ is the pure form than that of ‘Sodium Perchlorate Monohydrate’ and manufacture of ‘Sodium Perchlorate Anhydrous’ would require more quantity of ‘Sodium Chlorate’, whereas the firm has not claimed for additional quantity of ‘Sodium Chlorate’. Hence, TA, C&PC (Chemicals) recommended to Committee to amend the description of export item, as requested by the firm which is as per advance authorization.

In view of above, Committee agreed with the technical views of C&PC (Chemicals) and decided to amend the description of export product to read as ‘Sodium Perchlorate Anhydrous’

RLA, Mumabi, concerned may take necessary action under Para 4.7 of HBP as per above decision of NORMS COMMITTEE with reference to their letter dated 06/09.11.2012.

Case No M-64(B)

The Committee considered the case as per agenda and considered the request of the firm for enhancement of quantity of Methanol (Import Item No. 3 as per AA) from 0.340 Kg to 0.675 Kg. Technical Authority, Department of C&PC (Chem. Div) vide their U.O.No.l5022/2/2009-Ch.II dated 5.6.2013, clarified that the firm has requested for enhancement of norms for the above import item, as the import item is actually used as a reactant for the manufacture of Monocrotophos Technical 76% Min. and the norms for the export product Monocrotophos Tech. 70% is printed at SION A 1639.

Since the earlier norms were communicated by TA, C&PC (Chemicals) treating the requirement of Methanol as a Solvent, whereas the firm had actually applied for Methanol for use as a reactant, for manufacture of Trimethyl Phosphite, which is used for the manufacture of Monocrotophos Tech 76%, considering the printed norms and the pro-rata calculations, TA (C&PC) has now recommended to enhance the quantity of Methanol from 0.340 Kg to 0.675 Kg/Kg of export product.

In view of above clarifications and technical comments offered by TA C&PC Chemicals, Committee decided to allow 0.675 Kg. of Methanol instead of 0.340 Kg. granted earlier, without any other change in the decision earlier taken by NC in its M.No.38/83 dated 7.1.2004.

The Committee considered the case as per agenda and discussed the request of the firm dated 15.09.2012 for amendment in the description of export item and allowing of Item No. 2 of input viz., Optical Brightener ER-II, which was not granted earlier by the Committee. Department of C&PC (Chem. Div) vide their U.O.No.14010/49/2009-Ch.II dated 6.5.2013, clarified that earlier they had inadvertently communicated norms treating the export product as Optical Whitening Agent/Optical Brightening Agent (Optima White RS/Ultra White SFRI), whereas the actual export item was Optical Whitening Agent/Optical Brightening Agent Ultrawite SFG, which envisaged the input item of Optical Brightener ER-II also. Hence, TA (C&PC) Chemicals recommended now for amendment of export item and allowing of additional input item (No. 2) as requested by the firm. Hence Committee decided to reconsider the case and re-fix norms as under:-
