The Committee considered the case as per agenda. Committee noted that the Indian Council of Agricultural Research (ICAR), New Delhi, vide their letter dated 10.10.2011, clarified that the Coriander Essential Oil is not an agricultural produce and can be considered as manufactured product. Committee also noted the clarification offered by Spice Board, Cochin, vide their letter dated 6.2.2012 that normally Spice Board is not getting Oil samples from Customs and in this particular case also they have not received any sample. Committee took into account the further explanation offered by the Spice Board vide its letter dated 5.3.2013 that the process involved in this particular case is only mixing of imported Coriander Oil to Coriander Oleoresin and export the same as per requirement of foreign buyer, at 0% wastage, while processing.

Hence, Committee decided the case with 0% wastage, as confirmed by Spice Board, Cochin.

This would supersede the ALC decision in Meeting No. 33/08 dated 29.11.2007 (Case No.719). Only for regularization; as the license had expired no further imports/exports shall be allowed under this license.

RLA, Cochin, to take necessary action as per above decision of Norms Committee.
