Specified officer Report:-
The Specified officer was requested to submit a verification report for the above-mentioned list of materials vide letter dated 11.11.2024. Specified officer has informed vide verification report dated 14.01.2025 that:
- The SEZ Co-developer, vide application dated 03.12.2024 has submitted the list of material with estimated value of Rs. 18,60,533/-. The duty involved in the value of materials being procured is covered by the Bond accepted.
- The Co-developer M/s.VITP has informed that the goods were initially procured by the SEZ Unit M/s. Allygrow Technologies Private Limited which is under exit and vacating the premises. The material mentioned in the ‘list of material’ under consideration is being procured by the Co- developer from M/s. Allygrow on as is where is basis. To verify the valuation aspect of the material being procured, the procurement documents were called for from the Co-developer M/s. VITP who has informed that the Unit have procured theses assets under benefit under works contract and not processed any online filing documents for the same. Hence, they do not have any online records with hard copies of the procurement documents and no entries in the bond register maintained by them. Hence, they have submitted CE valuation certificate.
- On perusal of list of materials being procured, it appears that these items are required for authorized operations of infrastructure development activity by the SEZ co-developer, i.e. Construction of all type of Buildings in processing area.
- Shri Vijay D. Khamkar, Chartered Engineer vide his certificate dated 05.2.2024, has certified the list of materials in which it has been stated that “the list of materials as per Annexure attached are required by M/s. VITP Private Limited, the Co-developer of Qubix Business Park Private limited- SEZ, situated at Ground Floor (Parking Level), IT-7 & IT-8, aVance, S. No. 154/6, Rajiv Gandhi Infotech Park, Hinjewadi, Phase I, Pune to carry on their authorized operations(Construction of all type of Buildings in processing area (Authorised Operation No. 22 as per Instruction No. 50 dated 15.03.2010 issued by MOC&I) as approved by Board of Approval letter No. F.2/274/2006-EPZ
dated 07.02.2012 and that the said material is required by the Co-developer to develop the infrastructure for construction of all type of Buildings and the material would be utilized within a period of one year”.
In view of the above the specified officer has informed that the material’s are apparently required for infrastructure Development and hence for Authorised operations of the said SEZ Co-Developer M/s. VITP at their site and the approval may be considered on value of Rs. 18,60,533/- e. ADC’s Recommendation: Approval Committee may kindly consider the request of the Co-Developer for approval of list of material as per Rule 12(2) of SEZ Rules, 2006
