Subject: - Pilot implementation of paperless processing under SWIFT — Uploading of

supporting documents regarding -Reg.

Attention of all the Importers, Exporters, Customs Brokers, other stake holders and members of the trade is invited to the Public Notice No. 83/2018 dated 17.05.2018 and 89/2018 dated 29.05.2018 issued by JNCH. 2.
The above mentioned Public Notices provide the procedure for uploading verified original documents and additional document as a result of query raised by the assessing officer or out of charge officer after generating unique ID Image Reference number (IRN) and submitting a request for amendment.
3. The trade has represented that to carry out the process of amendment, the Bill of Entry is required to be recalled and query by assessing officer is to be raised. This may result into recall of all the RMS/DPD facilitated Bills of Entry, including those Bills of Entry in which a query has been raised by the Out of Charge Officer and consequent increase in dwell time. 4. In view of above, it has been decided that implementation of the above referred Public Notices is postponed from 01.06.2018 to 15.06.2018. In this regard, a proposal to is being sent to the System Manager to provide for the mechanism for linking the IRN at any stage without proceeding through recall and amendment of Bill of Entry.
5. It has been further decided that until the above-mentioned mechanism comes into existence, the following procedure would be required to be followed: (a) For DPD importer: Procedure as prescribed in the Public Notice No. 31/2017 dated 09.03.2017. (b) For other Importer: The authorised persons (Customs Broker/Importer) will continue to generate IRN as provided in the Public Notices No. 83/2018 dated 17.05.2018 and 89/2018 dated 29.05.2018 and thereafter produce the original document alongwith the IRN No. before the Out of Charge Officer, who will mention the said IRN in his comment/remarks. 6. To facilitate smooth functioning of this facility of uploading the supporting documents, the feedback, queries/difficulties, in implementation of this Public Notice, if any, shall be brought to the notice of the undersigned or may be addressed to the Deputy Commissioner of Customs (EDI), JNCH, Nhava Sheva by email to edi@jawaharcustoms.gov.in or Deputy/Assistant Commissioner in charge of Appraising Main (Import), NS-III (email address: appraisingmain.jnch@gov.in ) 7.
Action to be taken in terms of decisions taken in this Public Notice should be considered as standing order for the purpose of officers and staff.
