Request: Enhancement in the qty. of Export Product and corresponding import item allowed by NC in its Meeting No. 20/AM14 held on 20.08.2013.

Decision: The Committee considered the case in the light of comments furnished by DIPP vide letter dated 7/112/2013/TSW dated 17.12.2013 and it was decided to seek clarification from Ministry of Environment & Forest (MOEF) on following issues:

(i) MOEF has issued NOC to the firm for import of 1200 MT of Rubber Scrap for manufacture of Rubber, while firm has applied for import of Rubber Tubes Scrap (Rubber Scrap) for export of Reclaim Rubber.

(ii) MOEF may clarify whether they have allowed import of 1200 MT Rubber Scrap for manufacture of Rubber as an input of raw material under duty free Advance Authorization.

(iii) The Advance Authorization was issued on 21.01.2013 during the financial year 2012-13, where NOC for import of 1200 MT of Rubber Scrap allowed vide OM dated 11.07.2013 is in for the financial year 2013 – 14. Hence, it may be clarified whether the said quantity allowed for the financial year 2013-14 or is it applicable also to above advance authorization which was issued during the financial year 2012-13.
