Meeting No. 7/87-NC-7/2010 of NORMS COMMITTEE (NC-7) dealing with ‘Plastic & Rubber Products’ held on 19.05.2010 under the Chairmanship of Shri Amitabh Jain, Addl. DGFT, Udyog Bhawan, New Delhi-110011. Following officers attended the Meeting:

3.1 Committee, after deliberations, approved following cases and RLA concerned shall take consequential action as per Foreign Trade Policy/Procedures.

MANUAL CASES

3.1.1

BALKRISHNA INDUSTRIES LTD. Status: Approved

Application: Request is for amendment in the description of Import Item at S. No. 1(b) of existing SION A-1667.

Decision: Shri D.B. Amin, Sr. Manager (Imports) and Shri J.B. Parab, Assistant General Manager (Technology) appeared before

PRO version the Norms Committee and submitted that:

(i) The request is only for addition of grade Nos. 1723 and 1783 in the list of Import Items at S. No. 1(b), viz “Synthetic Rubber (PBR/SBR-1502/1712)”of SION A-1667;

(ii) There is no difference in the price of Grade 1783 as compared to existing grades though the price of Grade 1723 is slightly higher than the existing grades; and

(iii) The proposed amendment in SION does not involve any change in the quantity of existing import items.

  1.    The representative of the firm further submitted that the firm has been exporting  mainly to European countries. Since Grade No

1712 provided in the existing SION has higher aromate content and Polycyclic Aromatic Hydrocarbon (PAH) content, its use is not permitted as per European Commission Regulation REACH Agreement (Registration, Evaluation, Authorization and Restriction of Chemicals). Hence, the proposed addition of grades No. 1723 and 1783 is required.

  1.     Accordingly, the Norms Committee decided to recommend amendment of    SION A-1667 to add grades 1723 and 1783 in

the list of Import Item at S. No. 1(b) on the basis of above submissions of the firm and written comments of DIPP vide letter dated 19.05.2010 to read as under:

        “Synthetic Rubber (PBR/SBR-1502/1712/1723/1783)”

The above recommendation be submitted to Competent Authority for being notified through Public Notice.
