DESI, DGFT may kindly refer to the above mentioned licence M/S Alstom Power Systems Hydro. The firm has submitted reply vide their letter of dated 110809. Based on the information available, this Office recommends the following. Export 1. Export weight of item no 1 is 108.5MT, item no2 is 81.9 MT, item no 3 is 22.6 MT, item no 4 is 61.5 MT & that of item no 5 is 1.9MT & the same may be incorporated n the licence. Import 1. Item no 1 There is minor machining in the import item. This Office recommends for import of 5 nos with weight 115.8 MT as applied by the firm. 2. Item no 2 There is minor machining in the import item. The loss due to machining is only 12% & after 20% recovery, there is no decrease in number of import. Hence This Office recommends for import of 3 nos with weight 91.9 MT as applied by the firm. 3. Item no 3 This Office recommends for import of 5 nos with weight 27.75 MT as applied by the firm. 4. Item no 4 The firm proposes to import copper flats of weight 52056 kg & the firm has sought wastage of 3%. This Office recommends import of 51009 kg of copper with 1% wastage with 2/3rd recovery. 5. Item no 5 to 15 These are insulating materials. Weight of item no 5 is 9 .02 kg & that of item no 6 is 3784.27 kg & the same may be incorporated in the licence. The value of import (Item no 5 to 15) may be restricted to 15% of FOB value of export item no 4 & 5. However based on the information available in the reply the case can be recommended as follows. 1. There are only two raw materials in the list of import and it is HR coil and CR coil. The manufacturing process involves blanking and subsequent minor drilling/ Machining. The net weight of the blanks comes to 21 kg. This Office recommends net wastage of 7% for blanking. The firm’s entitlement comes to 308.6 MT. This Office recommends for import of 308.6 MT of HR coils against import item no 1&2 as the firm has given the requirement of HR coils only. 2. All other items proposed for import are components & may be allowed under GN4. The above issues with the approval of Joint Secretary (B). B.C.Nayak Development Officer Deptt. of HI, UO No 3(131)/09TSW(B) dated NC observed that DHI had given the comments based on application forwarded by DGFT. However, on perusal of applications relating to licence Nos.0310515268 and 0310515273 both dt.13.04.2009 vizaviz recommendations, NC observed that licence nos. were interchanged in the DHI Comments. The Committee, therefore , decided to ratify the norms in respect of the subject advance authorization in accordance with DHI written comments subject to correction in licence no. in their recommendations as 0310515268. 17

The reply is incomplete as it has not given calculation of raw material requirement. However based on the information available in the reply the case is recommended as follows.

1. There is only one raw material in the list of import and it is HR coil of weight 382.94 MT. The firm has sought wastage of 25% on input which will come to around 33% with respect to output. The manufacturing process involves blanking and subsequent minor drilling/ Machining. The net weight of the blanks comes to 18.6 kg. This Office recommends net wastage of 7% for blanking etc. The firm’s entitlement comes to 276 MT and the same is recommended.. 2. All other items proposed for import are components & may be allowed under GN4. The above issues with the approval of Joint Secretary (B). B.C.Nayak Development Officer Deptt. of HI, UO No 3(131)/09TSW(B) dated NC observed that DHI had given the comments based on application forwarded by DGFT. However, on perusal of applications relating to licence Nos.0310515268 and 0310515273 both dt.13.04.2009 vizaviz recommendations, NC observed that licence nos. were interchanged in the DHI Comments. The Committee, therefore, decided to ratify the norms in respect of the subject advance authorization in accordance with DHI written comments subject to correction in licence no. in their recommendations as 0310515273. 18
