         13-07-2026 PUBLIC NOTICE No. - 17/2026-27 Subject: Implementation of Express Cargo Clearance System (ECCS) for clearance of Export and Import Courier Shipments at the Courier Terminal, Navi Mumbai International Airport (NMIA) – Reg.

1. Attention of the Trade, Authorized Couriers and all concerned is invited to the provisions of the Customs Act, 1962 (herein after referred to as “the Act”),Courier Imports and Exports (Electronic Declaration and Processing) Regulations, 2010, as amended (hereinafter referred to as “the Regulations” ) issued in exercise of the powers conferred by Section 157 of the Act by the Central Board of Excise and Customs (CBEC) vide Notification no. 36/2010- Customs (NT) dated 05.05.2010, CBEC Circular No. 58/2016-IV dated 02.12.2016, Public Notice No.34/2018-19 dated 07.01.2019 issued by the Office of Commissioner of Customs (II) Airport Special Cargo Commissionerate, Courier Cell, Sahar, Andheri (East), Mumbai 400099.
2. Attention is also invited to Circulars, Notifications, etc issued by Central Board of Customs and Indirect Taxes (CBIC) and Public Notices issued by the Office of Commissioner of Customs (II) Airport Special Cargo Commissionerate, Courier Cell, Sahar, Andheri (East), Mumbai 400099 from time to time on the same subject. As notified vide the said Public Notices clearance of all imported goods through the Courier Terminal, Mumbai was automated in a phased manner, with the deployment of the Express Cargo Clearance System (ECCS).
3. Further kind attention is invited to CBIC Notification No. 15/2025- CUSTOMS (N.T.) dated 24.03.2025 issued under Section 7(1) (a) of the Customs Act, 1962, wherein, Navi Mumbai International Airport (NMIA) is notified as Customs Port for the purpose of unloading of imported goods and the loading of export goods or any class of such goods.
4. Further kind attention is invited to CBIC Notification No. 57/2026- CUSTOMS (N.T.) dated 18.06.2026 issued under Section 7(1) (f) of the II/(39)/OTH/2361/2022-CHS-O/o COMMR-CUS-GEN-Zone-III-Mumbai I/4380688/2026

Customs Act, 1962, wherein, Navi Mumbai International Airport (NMIA) is notified as international courier terminals for the clearance of imported goods or export goods or any class of such goods. 5. The Commissioner of Customs, General Commissionerate, Air Cargo Complex , Mumbai Customs Zone -III vide Notification No. 79/2026 dated 10.03.2025 issued under Section 8(a) of the Customs Act, 1962 has approved Navi Mumbai International Airport, at Ulwe, Navi Mumbai Maharashtra, India PIN-410206, as a place of landing for “unloading of imported goods and the loading of export goods or any class of such goods” and notified the area under Section 8(b) of the said Act specified the limits of the Customs area of the Navi Mumbai International Airport. 6. The Commissioner of Customs, Export Commissionerate, Air Cargo Complex, Mumbai Customs Zone -III, vide Public Notice no. 13/2026 File No. II/(39)/OTH/2361/2022-CHS-O/o COMMR-CUS GEN-Zone- III-Mumbai dated 23.06.2026, issued under Section 45 of the Customs Act, 1962, has appointed M/s Navi Mumbai International Airport Private Limited hereinafter referred to as NMIAL, as Custodian (Customs Cargo Service Provider(CCSP)). 7. The Directorate General of Systems, New Delhi vide email dated 15.05.2026 and 19.07.2026 has allocated the Location Code to Navi Mumbai International Airport as under: Custodian Code Custodian Name Custodian Type ECCS Port Code Commissionerate INNMI4NMI1 M/s Navi Mumbai International Airport Private Limited Custodian NMI INNMI4 Commissioner of Customs (Export)

8. After successful completion of pre-production trial, it was communicated by the DG Systems, CBIC, New Delhi for issuance of PN. Accordingly, it has been decided to implement the Express Cargo Clearance System (ECCS) at the Courier Terminal, NMIA with effect from the date of affixing of the signature on the Public Notice.
9. Advisory and other instructions issued from time to time by DG Systems on ECCS Registration on ICEGATE may be followed. For courier clearance for import and export, various instruction, notifications, circulars issued in this regard by CBIC and Public notices issued by the Office of Commissioner of Customs (II) Airport Special Cargo Commissionerate, Courier Cell, Sahar, Andheri (East), Mumbai II/(39)/OTH/2361/2022-CHS-O/o COMMR-CUS-GEN-Zone-III-Mumbai I/4380688/2026

11. The Assistant/Deputy Commissioner of Customs, Courier Terminal, NMIA may be approached by the Importers or Exporters or their Customs Brokers for redressal of any problems faced at any stage of clearances. 12. All the Importers / Exporters/Customs Brokers/ other stakeholders/ Trade Associations/Authorized Couriers are requested to bring the contents of this Facility Circular to their members/constituents for the benefit of trade and industry.
