SEZ Biotech Services Pvt. Ltd. (Developer) for approval of additional List of Material for authorized operations.

The Committee has asked the Developer regarding the details of proposed installation place for the proposed capital goods along with map and details of investment made. The Developer has informed that these goods are required for capacity expansion and New HPV facility. The Developer has submitted the details of capital goods with proposed installation place along with building map in r/o these equipment and investment made till September 2024. After deliberation, the Committee approved the additional list of material submitted by M/s SEZ Bio-tech Services Pvt Ltd. ( Developer ) totally valued at Rs. 64.74 Crores duly certified by the Chartered Engineer & Registered Valuer Shri Sadanand Purohit, (Registered No. M-038153) for authorised operations and development of their SEZ in terms of Rule 12(2) of SEZ Rules, 2006.

Proposal: -
Proposal dated 07.06.2025 received in this office on 10.06.2025 submitted by M/s. SEZ Bio-Tech Services Pvt. Ltd., (Developer) located at SBSPL-SEZ, Manjari Budruk, Pune 412307 for approval of Additional list of material required for authorized operation in the processing area.

Relevant Provisions: -

As per Rule 12 (2) of SEZ Rules, 2006 “The Developer shall make an application, after obtaining approval for the authorized operation under rule 9, to the Development Commissioner, along with the list of goods and services, including machinery, equipments and construction material required for the authorized operations, duly certified by a Chartered Engineer for approval by the Approval Committee”.

Clarification received from the Developer:

The Developer vide email dated 27.06.2025 has informed that the item sought for addition is Effluent Treatment Plant with spares and accessories and specifically 600 KLD ETP UF Plant. This ETP UF (Effluent Treatment Plant--Ultra Filtration) is a filtration system that uses a semi permeable membrane to remove contaminants from water. The membrane has microscopic pores ranging from 0.01 to 0.1 microns, more effectively filtering out suspended solids, bacteria, and some viruses.

They have a functional ETP at SEZ Biotech Services Pvt. Ltd., Manjari-Developer. Current function ETP however does not undertake Ultra Filtration which the sought addition will achieve. The UF process effectively enables the recycling of treated water from the ETP using reverse osmosis.

Other Information:
 M/s. SEZ Bio-Tech Services Pvt. Ltd., (Developer) has been granted Letter of Approval No. F.1/18/2011-SEZ dated 27.03.2012, 17.12.2012, 10.011.2016, 16.04.2018.
 The Developer has submitted Additional List of Materials duly certified by the Chartered Engineer Shri Sadanand Purohit, (Registration No. M-038153) for authorized operation in the processing area.  The total value of Additional list of material is Rs. 80,00,000/-  The Developer has submitted the following documents with the application
(i) List of materials (ii) Chartered Engineer’s Certificate

  (iii) Undertaking 

 The Specified Officer has submitted verification report dated 12.06.2025 and
informed that they require to add these items in the list of materials for authorized operations in the processing area of Special Economic Zone.

They have also submitted a CE Certificate dated 07.06.2025 issued by Shri Sadanand G. Purohit, Chartered Engineer & Approved Valuer (Registration no. M038153), Kalptaru Apartments, Mehendale Garage Road, Ganesh Nagar, Pune – 411004, vide which he has certified that due to project requirement and capacity enhancement of the SEZ, certain items / materials as per details given in their letter dated 07.06.2025 are essential for their authorized operations in the processing areas for the infrastructure development and their request for approval of procurement of items totally valued at Rs. 0.80 Crores for carrying out authorized operations be considered. They have utilized total duty amount of Rs. 167.09 Crores (Total Bond Executed is Rs. 290 crores). Duty Foregone Amount for proposed list of material is Rs. 0.14 Crores. Thus it appears that they have sufficient balance to take care of this additional list of goods.
 Genuineness of Chartered Engineer has been verified from the website of “The Institution of Engineer (India) (IEI) (www.ieindia.org). It is found that Shri
Sadanand Purohit is a member of “The Institution of Engineer (India) (IEI)” having Registration Number AM M038153 and he is from Mechanical Engineering background

ADC’s Observation :

The Approval Committee may kindly consider the proposal of the Developer for approval of Additional list of material valued at Rs. 0.80 Crores for authorized operation in terms of Rule 12(2) of SEZ Rules, 2006.
