Ltd. - SEZ Agenda Item No.01: Confirmation of the Minutes of the 26th meeting held on 26.04.2022 After deliberation, the committee approved the minutes of the 26th UAC Meeting held on 26.04.2022 Agenda Item No.02: Application of M/s. SEZ Biotech Services Pvt. Ltd. (Developer) for approval of additional List of Material for infrastructure development for authorized operations. The Committee was informed that the jurisdictional Specified Officer has submitted his verification report and has duly recommended for approval of list of material.
After deliberation, Committee considered the proposal of M/s. SEZ Biotech Services Pvt. Ltd. (Developer) and approved the list of goods including machinery, equipment and construction of building for their authorised operations in the File No.S-SEZ-MINS0SBSP/1/2022-JDCP

2 processing area totally valued at Rs. 27.01 Crores duly certified by the Chartered Engineer Sadanand Purohit in terms of Rule 12(2) of SEZ Rules, 2006. The meeting ended with vote of thanks to the Chair.

AGENDA NOTE FOR CONSIDERATION OF THE APPROVAL COMMITTEE

a) Proposal: - Application of M/s. SEZ Biotech Services Pvt. Ltd. (SEZ Developer) located at 212/2, Off Soli Poonawalla Group, Hadapsar, Pune-411028 for approval of additional List of Material for authorized operations in the processing area.

b) Specific Issue on which decision of Approval Committee is required: - Approval of List of goods including Battery powered Reduced scale electric Vehicle (2 nos) and construction material for authorized operations in the Processing area of the SEZ totally valued at Rs. 6184.40 Lakhs. c) Relevant Provisions: - As per Rule 12 (2) of SEZ Rules, 2006 “The Developer shall make an application, after obtaining approval for the authorized operation under rule 9, to the Development Commissioner, along with the list of goods and services, including machinery, equipments and construction material required for the authorized operations, duly certified by a Chartered Engineer for approval by the Approval Committee”. d) List of Materials for Authorised Operations : Sr. No . e) Other Information: -  M/s. SEZ Biotech Services Pvt. Ltd., India has been granted Letter of Approval No. F.1/18/2011-SEZ dated 27.03.2012.  The Developer has submitted List of Materials duly certified by the Chartered Engineer S.G. Purohit (Registration Number 038153) for the authorized operation for infrastructure development of their SEZ located at of M/s. SEZ Biotech Services Pvt. Ltd. -SEZ, 212/2, Off Soli Poonawalla Group, Hadapsar, Pune-411028.  The total value of said materials is Rs. 6184.40 Lakhs.  The Specified Officer has submitted that the duty amount leviable on the value of the additional list of goods is approx. Rs. 13.49 Crores. As per report ending December 2022, they have utilized Rs. 130.76 Crores (Total bond executed is Rs. 290 Crores). They have sufficient balance to take care of the additional list of goods.  The Specified Officer- M/s. SEZ Biotech Services Pvt. Ltd., Hadapsar, Pune-411028 has submitted verification report and informed that item shown at Sr. No 1 i.e. “Battery powered reduced scale Electrical Vehicle (Aston Martin) Mode DB5 Junior with accessories” does not appears to be Golf Cart and it appears that the said vehicles are luxury 2 seater cars which can ferry only 1 passenger at a time and thus are not essential for authorized operations. The other items i.e. item Sr. no 2,3,4, 5 and 6 are essential and required for carrying out authorized operation and hence request of the Developer for approval of items at Sr. No 2,3,4, 5 & 6 totally valued at Rs. 61.14 Crores for carrying out authorized operation may be considered. f) Observation: - In view of the report submitted by the Specified Officer, Approval Committee may like to consider the proposal as under  Approve list of material viz. Lift/Elevator, cement, structural steel, reinforcement steel and post tensioning strand required for construction purpose amounting Rs. 6114.40 Lakhs as per Rule 12(2) of SEZ Rules, 2006 only and  Regarding “Battery powered reduced scale Electrical Vehicle (Aston Martin) Mode DB5 Junior with accessories” (2 Nos.) which the Developer intends to import, as it has been reported by SO that the vehicles are luxury 2 seater cars which can ferry only 1 passenger at a time and thus are not essential for authorized operations totally amounting to Rs. 70.00 Lakhs, Approval Committee may take decision in this matter.
