Subject: Reduction in physical interaction -reg

Attention of Importers, Customs Brokers, members of trade and all other stakeholders is invited to para 4(d) of this Customs House Public Notice No. 33/2019 dated 2204.2019 whereby it was prescribed that the forwarding (seal cutting permission) on facilitated Bills of Entry for drawal of samples for PGAs will be given by DC/AC Docks. However, the trade has represented that this procedure causes increase in dwell time. Therefore, considering the request of the trade, it has been decided that the seal cutting permission for facilitated Bills of Entry for drawal of sample for testing/PGAs wll be given by Appraiser/Superintendent of the concerned CFS. 2. Further, the trade has represented that the prior permission of DC/AC Docks is required for empanelled chartered engineer inspection for valuation of old and used machines. After this permission, the seal cutting permission is obtained from concerned Appraiser/Superintendent for initiating inspection of the machines by Chartered Engineer. This leads to increase in dwell time. Therefore, considering the request of the trade, it has been decided that no permission is required from DC/AC Docks for inspection by empanelled Chartered Engineer. These permissions may be obtained from Appraiser/Superintendent of the concerned CFS. 3 4 Further, the trade has represented that EDI Section is the only designated place to get the advance/prior BE regularized. 5 In this context, it is also hereby clarified that advance/prior BE can also be regularized by Inspector (Examiner) posted at RMS Facilitation Centre and Import Docks. Also, it is informed that advance/prior BE where any clerical amendment in Bill of Lading is made by DC/Group, such BE will be regularized by DC/Group only. 6.
