Subject: Implementing Electronic Sealing for Containers by exporters under self-

sealing procedure

Attention of the Exporters, Custom Brokers and all concerned are invited to the Board Circular No. 26/2017-Cus dated 01.07.2017, 36/2017 dated 28.08.2017, 37/2017 dated 20.09.2017, 41/2017 dated 30-10-2017, 44/2017 dated 18-11-2017 & No. 51/2017-Customs dated 21st December, 2017 on the above mentioned subject prescribing norms for grant of Self Sealing Permission to the exporters intending for factory/warehouse stuffing of export goods.

During verification of security aspects of e-seals provided by approved RFID e- seal vendors, it has been noticed that:

I. It is possible to read the e-seal data (export data tagged with e-seal) in respect of RFID e-seals provided by following e-seal suppliers / approved vendors without locking the male and female parts of the e-seal; and II. These e-seals (procured / imported from RFID e-seal supplier i.e. M/s Leghorn Group, Italy have been found to have not complied with the security requirements.

  1.  This being a security issue, it has been decided not to permit the use of the RFID 
    

e-seals supplied by aforesaid three e-seal vendors (procured from the M/s Leghorn Group, Italy) for export containers being exported from Nhava Sheva till further orders.
4. Exporters / Customs Brokers and other stakeholders are also being informed / advised not to use the RFID e-seals of aforesaid three e-seal vendors till further orders. 5. Officers responsible to check e-seals including officers in charge of parking plaza are required to ensure (in respect of containers already dispatched by exporter by affixing e-seals supplied by aforesaid three vendors prior to the issuance of this Public Notice but arriving at the Gateway port after its issuance) that such feature of RFID seals is not mis-used. Following instructions should be strictly followed by officers / staff responsible to check integrity of such e-seals with readers:

i. Officers responsible to check e-seals including officers in charge of parking plaza are required to ensure that said RFID e-seals are properly locked at the time of scanning. This aspect can be verified by pulling & twisting the e-seals carefully. ii. All seals are to be scanned / read using hand-held readers only and use of fixed scanner / reader is discontinued till further order. iii. Assistant / Deputy Commissioner in charge of Parking Plaza will select certain percentage of said containers for examination considering relevant factors such as status of exporter, condition of seal, country of destination, first time exporter, commodity etc
iv. Para 2(f) of Circular 36/2017-Cus dated 28th August 2017 provided that in case an RFID seal affixed on a self-sealed container is found tampered, the same will be subject to examination 6. Difficulty, if any may also be brought to the notice of Deputy / Assistant Commissioner in charge of Parking Plaza, NS-II through email / phones (details available on JNCH Website). 7. Action to be taken in terms of decisions taken in this Public Notice should be considered as standing order for the purpose of officers and staff.
