In exercise of the powers conferred under Paragraph 4.11 of the Export & Import Policy 1997‐2002, as amended, the Director General of Foreign Trade hereby makes the following amendments/modifications and additions in the Handbook of Proceduces, Vol.2 ‐ 1997‐2002, as amended. 3. In the statement of Standard Input‐Output Norms as contained in the Handbook of Procedures, Vol.2, 1997‐2002, as amended, amendments/ corrections at appropriate places as mentioned in Annexure "A" to this Public Notice shall be made. 4. In the statement of Standard Input‐Output Norms, following additions shall be made at appropriate places as mentioned below:‐ CHEMICALS AND ALLIED PRODUCTS After the existing entry at Sl.No.A‐2181, the new entries from Sl.No.A‐2182 to A‐2218 shall be added as per Annexure "B" to this Public Notice. ENGINEERING PRODUCTS After the existing entry at Sl.No.C‐1400, the new entries from Sl.No.C‐1401 to C‐1408 shall be added as per Annexure "C" to this Public Notice. FOOD PRODUCTS After the existing entry at Sl.No.E‐72, the new entry as Sl.No.E‐73 shall be added as per Annexure "D" to this Public Notice. FLEXIBLE PACKAGING MATERIAL/LAMINATE CONTAINING SINGLE LAYER OF INPUTS AS AT SR. NO.1 In the case of export of single layer printed flexible packaging material, import of relevant inputs at Sr. No.1 & 2 is allowed with wastage of 12% (twelve) and 10% (ten) respectively. Further, the import of input at Sr. No.5 is allowed with wastage of 10% (ten) if the product is exported with hotmelt. (However, import of inputs at Sr. No.3 & 4 will not be allowed for said product). 3. FLEXIBLE PACKAGING MATERIAL/LAMINATE CONTAINING TWO LAYERS OF INPUTS AS AT SR. NO.1 i) In the case of export of two layer printed flexible packaging material/laminate the import of relevant inputs as at Sr.No.1,2,3 & 4 is allowed with wastage of 15% (fifteen), 10% (ten), 10% (ten) and 10% (ten) respectively. The import of input at Sr.No.2 i.e. liquid printing ink will not, however, be allowed in the case of export of unprinted flexible packaging material. Further the import of inputs as at Sr.No.5 is allowed with wastage of 10% (ten) if the product is exported with hotmelt. ii) In the case of export of extrusion coated flexible packaging material/laminate the import of inputs as at Sr.No.1(k) i.e. LDPE granules will alone be allowed with wastage of 10% (ten). However, the import of items as at Sr.No.3 & 4 will not be allowed. 4. MULTILAYER FLEXIBLE PACKAGING MATERIAL/LAMINATE CONTAINING MORE THAN TWO LAYERS OF INPUTS AS AT SR.NO.1 i) In the case of export of such product, the import of relevant inputs as at Sr.No.1 is to be allowed with additional wastage of 3% for each additional layer over and above wastages allowed in two layer flexible packaging material/laminate referred to in the note 3(i) above. ii) The quantity of inputs as mentioned at Sr.Nos.3 & 4 i.e. liquid polyurethane adhesive (4 gms/sq.mtr.+ wastage) and liquid polyurethane additive (0.80 gms/sq.mtr.+wastage) are allowed for import in the case of export of flexible packaging material/laminate containing two layers of the inputs as at Sr.No.1 and for each additional layer the said quantity of the inputs would be permitted for import. However, in the case of export of extrusion
coated flexible packaging material/laminate the import of
inputs at Sr.No.1(k) above will be allowed for import
with wastage of 10% (ten).
iii) The quantity of input allowed as at Sr.No.2 i.e. liquid
printing ink will, however, remain unchanged irrespective
of the addition of no. of layers.
iv) The import of item at Sr.No.5 i.e. relevant hotmelt is
allowed with wastage of 10% (ten) if the product is
exported with hotmelt.
5. EXPORT PRODUCT IN POUCH FORM
‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐‐
If the resultant product is in pouch form, additional wastage
as mentioned below is to be allowed over and above the wastage
allowed in case of single layer or two layer or multilayer
flexible packaging material depending upon the specific type of
pouch to be exported.
POUCH TYPE WASTAGE
1. Centre Seal/sideseal 3 % (three)
2. Standups/standup with reclosable zipper 5 % (five)
3. Pouches with spouts 8 % (eight)
For export of HDPE spout fixed pouches 1.05 Kg. of HDPE
Granules is allowed for 1 Kg. of HDPE content in the export
product. Exporter should also declare the specific type of
pouch to be exported.
6. The total solid content taken on an average basis for liquid
printing ink, liquid adhesive and liquid additive has been
taken as 25% +/‐ 3%, 60% +/‐ 5% and 50% +/‐ 5% respectively.
7. Additional wastage of 5% (five) is allowed for conversion of
LDPE Granules to LDPE films. However the additional wastage of
5% (five) shall not be allowed for conversion of the LDPE
granules in the extrusion lamination process. Additional
wastage of 5% (five) for converting PP granules to BOPP film
and 5% (five) wastage for PET chips to polyester film is
allowed.
8. Exporter shall have the option to apply for import of inputs;
for making polyester film as per SION published in EXIM
Policy/Procedure in lieu of import of polyester films as such.
9. If the manufacturing process involves extra step of converting
base plastic film (as at Sr.No.1) to holography film then the
import of relevant film used for holographic expression will be
permitted with additional wastage of 3% (three) over and above
the entitlement for various flexible laminates/pouches.
10. In case of unprinted material, ink is not to be allowed and
consequently wt. of dry ink taken at C' in the formula is not to be taken for calculation pruposes. 11. In case of export product without hotmelt, hotmelt is not to be allowed and consequently wt. of hotmelt taken as F' in the
formula is not to be taken for calculation purpose.
