Decision: The matter has been discussed in the Meeting and it was noted that we have | received different No Objection Certificate (NOC) from Ministry of Environment & Forest | (MOEF) for different Plant and different quantity with different validity. For instance MOEF vide their OM No. 23-93/2014-HSMD ~ dated 11.06.2014 has permitted 7000 MT of Used and Cut Non-Radial Tyres / Tubes Scrap for | ‘Ankleshwar Plant, Dist. Bharuch for manufacturing of Reclaimed Rubber with the validity [upto 19.01.2015. The firm might have been using raw material in Ankleshwar Plant under various Advance Authorizations. Similarly MOEF has given NOC for other Plants, that is, | IeeeSolpaur MTPlant,for SolpaurDistt. SolapurPlant, (AkklakotDistt. SolapurRoad)(Chincholi)valid uptovalid30.04.2016upto 31.12.2014,and 6000 MT4000for MT Panolifor | Plant valid upto 27.10.2018. Hence, in every Advance Authorizations firm has to indicate | |how much quantity of raw material they are using in different plants so as to ensure compliance of MOEF instructions.

On the advice of representative of Administrative Ministry, it was decided that | the quantity of raw-material to be used Plant-wise in every application has got to be given so that quantity approved by MOEF Plant-wise could be monitored. | Hence, the Committee decided to request the firm to furnish the above | information.

2. The case was discussed in detail and accordingly on the recommendation of Technical Authority present in meeting ,it was decided to amend the description of Export Product to read as “Vinoprene in different Grades i.e. 650-659 series (containing 38% Acrylonitrile Butadiene Rubber (NBR), 24% PVC Resin and 36% Plasticizers namely Dioctyl Adipate (DOA) / Di-Iso Nonyl Phthalate (DINP) / Tri Octyl Trimellitate (TOTM)”. 3, Besides this there is no other change in the decision taken in earlier NC Meeting No. 10/AM15 held on 04.06.2014 (Case No. 5/7/87-ALC1/2014).
