Request: Review of decision taken by Norms Committee in its Meeting No. 30/AM12 held on 25.10.2011.

Decision: The Committee the case in light of written comments received from the M/o Environment & Forest and decided to approve the request of firm for amendment of description of Import Item to read as “Used Rubber Tyre with one or more than one cut in Bead Wire”.

2(a) Minutes of Environment and Forests (MOEF) comments on this Authorisation are as under. (i) This matter has been considered in the 32nd Meeting of Expert Committee held on 09.10.2012 and it is inform that the Ministry has no objection for import of 4,000 MT of used rubber tyres (Cut / Shredded) by M/s. S&J Granules Solutions Pvt. Ltd., Mumbai through Nhava Sheva Port, for recycling at their facility in “Pardi, Distt - Valsad (Gujarat).”

(ii) The permission for import subjected to the validity of the consolidated Consent and Authorisation valid up to 22.01.2017 issued by Gujarat Pollution Control Board, Gandhi Nagar (Gujarat). The import of used rubber tyres should not be contaminated with any other waste.

(iii) The Gujarat Pollution Control Board shall regularly monitor the unit and should ensure that the used tyres, being imported, are recycled in an environmentally sound manner.

2(b) As per MOEF’s comments, condition that import will be through Nahava Sheva Port and recycling shall take place at the firm’s facility available in “Pardi, Dist- Valsad (Gujarat)” shall be added in the Authorisation. Further conditions as mentioned at (ii) and (iii) above shall also be added in the Authorisation.
