Meeting No. 13/87-NC-7/2012 of NORMS COMMITTEE (NC-7) dealing with ‘Chapter 39 and 40 of ITC (HS) Code’ held on 27.06.2012 under the Chairmanship of Dr. L.B. Singhal, Jt. DGFT, Udyog Bhawan, New Delhi-110011. Following officers attended the Meeting:

Request: Review of NC’s decision taken by NC in its Meeting No. 10/AM12 held on 08.06.2011 against five advance authorizations.

Decision: D/o C&PC vide their Office Memorandum No. 46011/61/2009-PC.II dated 07.06.2012 has given their concurrence to the suggestion of Norms Committee that the team comprising of Shri A.K. Aggarwal, Addl. Industrial Advisor, D/o C&PC and Shri Krishan Kumar, Dy. Director General of Foreign Trade may visit the firm’s Plant at Sriperumbudur, Tamilnadu. Accordingly, it was decided that the team may make visit of the firm’s Plant at Sriperumbudur, Tamilnadu after seeking concurrence of the firm, preferably on 29th and 30th July, 2012.

                    Deferred for three weeks.

Accordingly, it was decided that the team may make visit of the firm’s Plant at Sriperumbudur, Tamilnadu after seeking concurrence of the firm, preferably on 29th and 30th July, 2012.

Request: Inclusion of Import Item - Packing Material: Plastic Pallets left out by Norms Committee.

Decision: The Committee considered the letter dated 22.05.2012 of firm wherein the firm furnished following reply in response to D/L issued to them in respect of same product in Advance Authorization No. 0310664163 dated 09.11.2011:

(i) These Plastic Pallets are used as packing material instead of wooden pallets. This is necessary for two reasons. (a) It is being insisting by foreign buyers that the goods should be packed in plastic pallets to avoid damage to Rubber Sheets as well as to avoid fumigation formalities & (b) it is also necessary on the basis of protecting environment & by using Plastic Pallets we will be serving lot of wood and cutting of trees. (ii) We pack about 800 kgs of finished product in one pallet. Thus for total export quantity of 2,25,000 kgs we will need 281 pallet (i.e. Export kgs/ 800). 3 pallets will be needed as wastage @1%. Thus we need 284 pallets. However, we have rounded up as 280 Pallets only. (iii) Weight of each pallet is about 8 kgs to 10 kgs. A copy of previous invoice of import & Bill of Entry indicating the

  1.     In view of above and on the basis of written comments of DIPP, the Committee decided to approve the case of firm by

allowing 430 Number of Pallets. Accordingly, Import Item No. 10 may be read as under:
