              DIPP after examining the reply of firm vide its U.O. dated 14.12.2011 has stated that the reply of firm is not

proper. The firm was requested to furnish information regarding quantity of production of Rubber Mats (Stable Mats & Hollow Mats) vis-à-vis consumption of Reclaim Rubber, Natural Rubber and Process Oil and any other indigenous inputs as raw material in the past 3 years, year wise, duly certified by CA but in its reply the firm has furnished the data for the quantity of Rubber Mats produced and raw material consumed in the previous 3 years is for the entire line of production which includes other rubber products as well and not just for Stable Mats and Hollow Mats for which the firm got the subject advance authorization. Their stocks are kept in a day to day basis and not product specific.

However, it is seen that the mathematical calculation was not enclosed with the OM of D/o C&PC.

  1.     This case was discussed in NC with the Technical Representative of D/o C&PC, who  pointed out that the firm has not

provided information either on weight to weight or volume to volume basis because of which it is not possible to fix wastage norms.

  1.     Accordingly, it was decided to ask firm to submit following information within 15 days in respect of their past

application as well as in their present application:

(a) In respect of every application a copy of Advance Authorization should be sent. The detailed mathematical calculations for import and output material on the basis of which the firm has arrived at wastage and import quantity should also be indicated. Simultaneously wherever NC has already fixed norms, a copy of NC’s decision may also be sent for a purpose of better correlation.

(b) Firm should clearly indicate specific item of export, import (whether PVC Foam Blank or PVC Rigid Block)

(c) Size / dimensions, area etc. of import products giving mathematical calculations, size and area in subsequent stage of conversion in the case of Foam Blank to PVC Rigid Block, and in the final export item i.e. PVC Sheet in terms of size and total area (cubic meter/sq. meter) with detailed mathematical calculations for the input and output material at each stage alongwith technical justification for yield / wastages for each of the export item.
