Attention of the Exporters/Customs Brokers/Steamer Agents/Terminals, Trade and all other stakeholders is invited to CBIC Circular no. 42/2018-Customs dated 02.11.2018 and CBIC Circular No. 29/2020-Customs dated 22.06.2020.
CBIC vide Circular no. 42/2018-Customs dated 02.11.2018 read with Circular No. 29/2020-
Customs dated 22.06.2020 prescribed a procedure for transshipment of Export Cargo from Bangladesh
to third countries through listed Land Customs Station (LCSs) via listed Ports/Airports, in containers
or closed bodied Trucks. Further the facility was extended from Delhi Air Cargo vide Circular No.
03/2023-Cus dated 07.02.2023 and from Air Cargo Complex, Kempegowda International Airport,
Bengaluru vide Circular No. 9/2024-Cus dated 09.07.2024. The facility is now available from the
following LCSs and ports/Air Cargo complexes:

The procedure as prescribed in CBIC Circular no 42/2018-Customs dated 02.11.2018 for allowing transshipment of export cargo from Bangladesh to third Countries via JNPA Port under the jurisdiction of JNCH (hereinafter referred as ‘Port’) will be as follows:
a) A Bill of Transshipment (Annexure-A) in respect of goods (being transported by road in a close- bodied truck or as containerized cargo) brought to the LCS intended to be transhipped to Port for export to third countries, shall be filed at the LCS by the Shipping Line or their authorized representative;
b) Bill of Transshipment in respect of goods (being transported by rail in a closed wagon or as containerized cargo) brought to the LCS and intended to be transhipped to the Port for export to third countries, shall be filed by the Shipping Line or their authorized representative at the LCS;
c) Shipping line intending to carry the cargo to be transhipped will be at liberty to authorize a Customs Broker for filing the Bill of Transshipment;
d) Import Report filed by the transporter (for goods moving by road or rail) shall specify the Port through which the cargo is meant to be transhipped and state the destination port of discharge.

No cargo meant for discharge in India is permitted to be brought in the same truck/container/wagon, carrying the transshipment cargo;
e) Bill of Transshipment shall be presented in triplicate to the proper officer (Superintendent of Customs) for permission;
f) While presenting the Bill of Transshipment, the authorized representative of the shipping line shall produce an Electronic Cargo Tracking System (ECTS) seal for sealing the closed body truck or container, as the case may be. The seal number shall be declared on the Bill of Transshipment;
g) ECTS seal shall be procured by the shipping line or the authorized customs broker at their own cost. Presently, the ECTS services are being offered by M/s Transfer Telematics Private Limited (wwww.transecur.com) under ADB’s Pilot Program for monitoring of traffic in transit of Nepal;
h) Bill of Transshipment shall be accompanied by a Bond (Annexure-B) for an amount equivalent to twice the value of the goods, which may be specific to the consignment or a general bond; there shall be no need for the proper officer to obtain any security or surety;

i) Upon the proper officer (Superintendent) permitting transshipment, the goods may be unloaded from the Bangladeshi vehicle and loaded on to an Indian Truck under customs supervision. However, if the cargo is brought to the LCS by an Indian truck, then the same vehicle may be allowed to carry the cargo to the port. In the case of movement by rail, the same shall be undertaken by CONCOR;
j) The original of the Bill of Transshipment shall be retained by the LCS while the duplicate copy (transference copy) shall be carried with the cargo by the driver in a sealed envelope to the port. The triplicate copy shall be retained by the authorized representative of the shipping line.
k) The authorized representative of the shipping line shall inform the Proper officer (Stuffing Superintendent) of the CFS under jurisdiction of JNCH about the movement of export cargo before leaving the LCSs.
l) Upon reaching the CFS under jurisdiction of JNCH, the transference copy of Bill of Transshipment shall be submitted by the person-in-charge of the conveyance to the proper officer of Customs; the proper officer shall check the ECTS web application for seal integrity and if there is no alert regarding unauthorized unsealing, the ECTS seal shall be removed and returned to the person-in-charge of the conveyance.

m) The Proper Officer shall permit the goods to be loaded on board the vessel, by recording his order on the Bill of Transshipment;
n) The details of the Sea manifest shall be recorded on the Bill of Transshipment as well as uploaded on the ECTS web application upon which a “Trip Report” will be generated at the Port and LCS for the record. The Transshipment Bond can then be duly credited or cancelled, as the case may be. There will be no need for a physical copy of the Bill of Transshipment to be sent to the LCS.
o) In case the “Trip Report” indicates any unauthorized un-sealing, the matter shall be brought to the notice of the Deputy/Assistant Commissioner of Customs (of the CFS concerned) for action as appropriate.
The proper officer as stated in para 3(k), 3(l) and 3(m) above will be the Stuffing Superintendent of the CFS concerned. The goods shall be transferred from closed body truck/container, so brought to the CFS, to the Container to be exported without being carted in CFS in the supervision of the Stuffing Superintendent. The container shall be sealed by Stuffing Superintendent of the CFS concerned and moved to the Port from CFS for final export under Preventive Escort.

Attention is also invited to CBIC Circular No. 29/2020 dated 22.06.2020 which shall be referred to after the full implementation of SCMTR, 2018.

operation of Export Cargo from Bangladesh to third countries through specified Customs stations.
AND WHEREAS the Assistant/ Deputy Commissioner of Customs have given permission to enter

“Act”), in respect of such transshipment.
