Please Note For information of exporters, Norms Committee - VI handles all cases pertaining to fixation/ratification of norms for Export Products falling under ITC (HS) Chapter 1 to 26, 94 to 98 .Communications in respect of cases/pertaining to NC- VI may be sent to email address: nc6.dgft@nic.in I. The Norms Committee has taken decision only with respect to technical aspect/wastage norms. While redeeming the applications, RAs should check that the applicant has fulfilled all requirements as prescribed in policy/procedure including those in Policy Circulars issued from time to time or any other provisions under FTP/HBP for EODC. Norms Committee Decision:

NC considered the case as per agenda and noted the inputs received from Technical Authority i.e, MoFPI. The Committee observed that the specifications of both "Multi-grain Atta" as well as "Wheat Flour (Atta) with Millets" falls under the same standard of Multigrain Atta which is standardized by the Food Safety and Standards Authority of India (FSSAI) and MoFPI has referred to FSSAI under Regulation 2.4.37 of the Food Safety Standards (Food Products Standards and Food Additives) Regulations, 2011 ("FSS Regulations"), which allows Multigrain Atta to have a composition range from 50% to 90% whole wheat, with remaining 10% to 50% content comprising of other grains, including millets. The applicant's proposed blend falls within the permissible limits. The Committee also noted that the firm has supporting documentation from prominent international buyers like Lulu Group (UAE), Majestic Foods (UAE), and PT. Work Together Asia (Indonesia), demonstrating a clear demand for this specific blend in key export markets. The Committee discussed the issue in light of Public Notice No. 25 dated 04.08.2023 and the efforts being made to increase export of millets from India. After detailed deliberations, the Committee decided to seek the approval of DGFT to modify SION E-136 for allowing this new variant of Multigrain Atta containing at least 60% of Wheat.
