Please Note For information of exporters, Norms Committee - VI handles all cases pertaining to fixation/ratification of norms for Export Products falling under ITC (HS) Chapter 1 to 26, 94 to 98 .Communications in respect of cases/pertaining to NC- VI may be sent to email address: nc6.dgft@nic.in I. The Norms Committee has taken decision only with respect to technical aspect/wastage norms. While redeeming the applications, RAs should check that the applicant has fulfilled all requirements as prescribed in policy/procedure including those in Policy Circulars issued from time to time or any other provisions under FTP/HBP for EODC. Norms Committee Decision:

NC considered the case as per agenda and heard the representatives of the firm in PH. The Committee noted that the firm is in the process of setting up the industry for manufacture of Poppy Seed Oil. The firm stated that the by-product i.e., De-Oiled Cake with 15% oil content will be sold in the domestic market and only 28% of cold preseed Poppy Seed Oil after extraction will be exported abroad. The firm also informed that no concrete import/export contacts are available and they are in the advance stage of finalisation. The Committee noted the Policy conditions governing the import of Poppy Seed and accordingly decided to call for NOC from the Central Bureau of Narcotics before finalisation of IO norms of Advance Authorisation for import of Poppy Seeds. In case of spices, the IO norms are fixed on the basis of SAR of Spices Board as per Policy Circular No. 12/2015- 2020 dated 28.08.2018. Therefore, prior import is an essential pre-requisite for determination of yield which is dependent on origin & other agro-climatic conditions. NC is of the opinion that in such cases, the AA should be issued by jurisdictional RA (without need for prior fixation of IO norms) & later export obligation discharged on the basis of SAR yield of Spices Board. The above may confirmed from Policy 4 Division & consequential Policy Circular issued, in case agreed to. RA/DC may take subsequent consequential action accordingly.
