Please Note For information of exporters, Norms Committee - VI handles all cases pertaining to fixation/ratification of norms for Export Products falling under ITC (HS) Chapter 1 to 26, 94 to 98 .Communications in respect of cases/pertaining to NC- VI may be sent to email address: nc6.dgft@nic.in I. The Norms Committee has taken decision only with respect to technical aspect/wastage norms. While redeeming the applications, RAs should check that the applicant has fulfilled all requirements as prescribed in policy/procedure including those in Policy Circulars issued from time to time or any other provisions under FTP/HBP for EODC. NC considered the case as per agenda and noted that the proposal is for modification of SION E-125 of food items relating to export of Shea Stearine against import of Shea Nuts. NC noted that; M/s Manorama Industries Ltd. has submitted application for modification of SION E-125 citing that the present permission for use of import of Shea Nuts for production of Shea Stearine is inadequate and not viable for export. As per SION E-125, 5.20 Kg of Shea Nuts is permissible for import against export of 1.00 Kg of Shea Stearine. The firm's demand is 7.00 Kg of Shea Nuts for production of 1.00 Kg of Shea Stearine. 2. The application of the firm was examined by Technical Authority i.e., Ministry of Food Processing Industries and the comments furnished by them was discussed in detail by the Committee. The Committee further observed that in addition to M/s Manorama Industries Limited, another firm namely M/s 3F Industries Limited, is also undertaking the export of Shea Stearine by using Shea Nuts. The Committee also noted that M/s 3F Industries is a substantial player in this field and decided to seek production/consumption data for considering modification of SION E-125. 3. The Committee noted the response of M/s 3F Industries Ltd. that with technical development over many years, they have been able to manage within the Input-Output norms (SION) specified in E-125 and informed that no change is required in the existing SION.

In view of the above, the Committee felt that it may be difficult to accommodate the request of a higher duty free entitlement for the imported input i.e. Shea Nuts as the existing Input Output Norms (SION) have been fixed keeping in view a better efficient production process. The request for a higher duty free import entitlement to the applicant exporter with a lower yield, as compared to other firms, was therefore rejected.
