PUBLIC NOTICE No. 90/2024 Subject – Clarification regarding debiting of Restricted License for import of IT Hardware-reg.

Reference is invited to DGFT notification No.23/2023 dated 03.08.2023. Import of Laptops, Tablets, All in one Personal Computers, and Ultra small form factor Computers and Servers falling under HSN 8741 shall be “Restricted” and their import would be allowed against a valid License for Restricted Imports.

2. In this regard, Scheme Code 14 for restricted imports had been implemented in the system. It has come to the notice that certain imports consignments are getting released without debiting of the online license in the system.

3.   It is informed that if the Bill of Entry is filed under Scheme code 14 and
   

the license number is duly mentioned, the system will not allow assessment of the bill of Entry until the license is debited. Hence, the officer should ensure that Bill of Entry are duly filed under Scheme Code 14 and license should be debited in the system only.

4. Further, if the importer fails to mention the scheme code where ever restricted license is applicable, an option is available in APR and ACL role in ICES to add scheme code and license details in the Bill of Entry.

5 . All the stakeholders including the trade and concerned associations are requested to take note of above for necessary action.
