ICES for movement of export cargo by Rail from Kolkata Sea Port/CFS’s to JNPA Sea Port as gateway port - reg. Attention of the Exporters / Customs Brokers / Steamer Agents/Terminals, Trade and all stakeholders is invited to following Public Notices: - ( i ) . Public Notice No. 03/2014 dated 06.02.2014 issued by JNCH regarding implementation of module for Transshipment of cargo from a seaport to another seaport in ICES. (ii). Public Notice No. 76/2018 dated IO.05.2018 & Public Notice No. 98/2023 dated 02.11.2023, respectively, issued by JNCH prescribing procedure for routing of export goods from CFS’s of JNPA Sea Port to Mumbai Port (INBOMI) and Kattupalli (INKATI) gateway port. (iii) . Public Notice No. 10/2019 dated 30.Of.2019 issued by the Commissioner of Customs (Port), Kolkata for implementation of ETP module for movement of export cargo from CFS’s of Kolkata Sea port to Gateway port. 2. Representations have been received from the trade to allow the ETP through ICES from CFS’s of Kolkata Sea Port to Jawaharlal Nehru Port as a Gateway port. Accordingly, to streamline the procedure of ETP by Rail from CFS’s of Kolkata Sea Port to Jawaharlal Nehru Port as a Gateway port, a detailed procedure as enumerated below is prescribed:- (A). Processing of Shipping Bills - Movement of cargo from CFS’s of Kolkata Sea Port to JNPA Port as Gateway port for Export Transshipment (ETP) by Rail : ( i) .

The procedure for filing and processing of shipping Bill for ETP at CFS’s of Kolkata Sea port (hereinafter referred as 'the originating port’) will be governed as per the local procedure or Public Notice or Standing Order issued in this regard by jurisdictional Commissioner. (B). Registration of Bond:

(_US/SU/2/2024-SCMTR-O/o COMMR-CUS-GEN-NHAVA SHEVA 1/230190S/2024 A separate continuous Bond and Bank Guarantee (BG) by the carrier / custodian needs to be submitted and registered in ICES as Transshipment (TP) Bond at the originating port. The TP Bond and BG for export are to be registered at the originating port. The carrier agent/custodian providing such Bond and BG shall undertake the responsibility of safe transshipment of goods, and is referred as Transhipper. (C). ETP application: Once LEO has been granted by Proper Officer at Originating Port in case ot factory stuffed cargo or goods stuffed at the originating CF$ the Transhipper shall file the ETP application request at the originating port as per the Local procedure or Public Notice or Standing Order issued in this regard. (D) . Export Transshipment Approval: After the ETP is submitted and approved at the originating port, the ETP Permit would be printed at the originating port. The approved ETP permit print shall accompany the container which is being moved to the JNPA Sea Port by Rail. (E).

Transhipper responsibility: As soon as the ETP approval permit is given at the originating port, the Bond amount and the Bank Guarantee, if any, for the ETP shall be debited from the Bond & BG executed at the originating port. The Transhipper shall take the responsibility to ensure that the concerned cargo is exported through gateway port of JNPA Sea Port. (F). Allowed for shipment: As soon as the ETP cargo reaches the JNPA Sea Port by Rail, the officer posted at Boarding Office of JNCH will do the preventive checks including verification of Marks & No’s of the container and integrity of the seals to rule out any tampering and shall approve “Allowed for Shipment” entry in the ICES by verifying the particulars from the approved ETP. In case of any tampering of seals or discrepancies noticed by the officers at Boarding Office of JNCH, the container shall be marked for examination to Appraising Officer/Superintendent (Examination) posted at Centralized Parking Plaza (CPP) by officer posted at Boarding Office. Meanwhile, the Boarding Officer shall obtain 'No Objection Certificate’ from concerned Assistant/Deputy Commissioner (Export) in- charge of the Officer granting LEO from Originating location. Thereafter, the container will be allowed to shifted to CPP under supervision of Preventive Officer.

(H) Drawback processing: The approval of ETP would serve as EGM for the purpose of export benefits. As soon as the approval for ETP permit is given, the shipping bill shall move to Drawback Superintendent queue window at ETP originating port (Kolkata Sea Port) for drawback processing. Any difficulties faced by the exporter in disbursal of drawback shall be taken up with the ETP originating port i.e. Kolkata Sea Port. 3. For movement of Import containers by Rail from inside JNPA Sea Port area wherein originating port is JNPA Sea Port and destination port is Kolkata Sea port, transshipment shall be as per existing procedure and scanning of containers shall be done as per JNCH PN No. 60/2024 dated 05.07.2024. 6. Any difficulties in the implementation of this module may be brought to the notice of ADC/ JC, SCMTR, JNCH and System manager, JNCH, Nhava Sheva.
