DIRECTORATE GENERAL OF FOREIGN TRADE DESVI (FOOD & MISC) Minutes of the meeting No. 40/13 of NCVI held on 21.03.2013 Meeting No. 40/13 for the licensing year 201213 to consider cases under Duty Exemption Schemes (Chapter4) of Foreign Trade Policy 200914 pertaining to Misc. & Food Products was held on 21.03.2013 under the Chairmanship of Sh. Adhoc norms fixed in this meeting are valid for a period of 2 years as per para4.7.1(b) of Hand book of procedure (vol1) 200914 updated as on 5.6.2012. 1 1245 Party Name:ANAND CHATTERJEE M/S. The committee requested the firm to submit following information for consideration : 1. Specific flavor to be indicated under the respective import item and also the form of flavor. 2. The net quantity in kgs has to be indicated against export item 3. Wastage in manufacturing process. 4. The origin, variety and grade of tea to be imported under import item at Sl. No. 9 has to be specified. 5. Net content of Tea per tea bag. The case was deferred and to be placed before the committee on 2.5.2013.

The committee reiterated its earlier observation that some of the import items, namely , Frozen cooked crab meat ,crab extract and crab meat extract , as applied for, are in the nature of natural crab products and are of substantial quantity, while the export product is imitation crab stick/ chunk/ Bites which, it was felt, may not require the use of the said natural crab products. The RA Mumbai’s report does not have clarity as to whether the crab meat and crab extract are actually used in the manufacture of export product. Since the export product is imitation crab stick, what , interalia , is required is crab seasoning and crab flavor for giving the end product the crab essence . In view of this; committee decided to ratify the norms as per the written comments /recommendation of MSME vide their letter DC(MSME) U.O.No 17/4/3/2012Food dated 31.7.2012, except import items No. 3,4,&5, in the said recommendation, as the same are natural crab products, while the export product is imitation crab product. 5 Deferred HQ File :01/85/162/0132/AM13 RLA File :10/24/40/0046/AM13 Fixation of adhoc norms under para 4.4.2 of HBP, Vol.I for export of Mustered Oil Aroma (Essential Oil of Mustard)AITC content Min 97% The case was discussed in the meeting and it was noted that the item of export in this case is Mustard oil aroma .Edible oil of mustard falls in the domain of Department of Vanaspati, Vegetable Oils and Fat, while Mustard oil aroma falls under the domain of Spices Board. Spices Board have furnished their comments vide their letter No. MKT/AA/003/2012/5026/2066 dated13.3.2013 recommending for 0.50 % yield . Since the applicant has indicated higher yield of 0.60%, the committee is agreeable to the applicant’s request. However, committee decided to ask the spices Board to clarify whether they while recommending 0.50 % yield, have taken into account the recoverable value of waste material used as fuel to produce steam and value of other grades of mustard oil, which the applicant has indicated in their Flow Chart.
