Accordingly, it was decided that the matter may be referred to Policy 4 Section for clarification on the issued of ascertaining policy provisions in cases where import inputs are only packing material only keeping in view the last para of General Policy for packing material which reads as under: “In case where only packing material has been asked for in the application for issue of Advance authorization as per general note, where there is non specific standard input output norms (SION) falling under any product group, Advance Authorization in such cases shall be issued under the general product group vide “9999”. The general product group” However, general product group “9999” is not available in ITC(HS) book. Hence a clarification is needed from policy4 Section as to how to operationalise the provision quoted above.
