DGFT. At the outset the minutes of Norms Committee Meeting 22/08 held on 6.9.2007 were ratified by the committee. List of Members Present in the Meeting is at Annexure I. Total Number of Cases 4. No.584 M/s. Plant Lipids Pvt. Ltd; Cochin NC 23/08 Dt.13.9.2007 held on 20.9.2007 F.No.01/85/162/1052/AM07/DES.VI. Export of Ginger Oil against import of Dried Ginger. Advance Authorisation No.1010025951 dt.13.3.2007 ( under Para 4.7 of HBP 2004-09). RLA, Cochin, Ref. No.10/24/40/144/AM07. DECISION: APPROVED The Committee considered the case as per agenda. It was observed that the Spices Board has given written comments vide letter No.MD/AL/03-MISL/06/927 dated 26.4.2007 for Analytical Report in respect of 1 Bill of Entry No.196490 dated 23.3.2007 of Imports made against the advance authorization in question. As per SAR yield comes to 2.17% against 1.7% yield applied by the applicant. This is for a quantity of imports for 21180 Kgs against application for 100,000 Kgs.

Spices Board representative also clarified that “Terpenes” generated as a bye-product has no commercial value. Accordingly the committee decided to ratify the Advance Authorisation in this case as under:- (A) RA shall work out the EO as per yield percentage certified in the SAR of Spices Board against specified quantity of imports against each import consignment.

(B) The Yield percentage shall be accordingly as per weighted average of yield as per SAR report from Spices Board against a total quantity of imports made for the import item ( upto a total quantity of imports as per application). OR (C) 10.00% yield as applied for WHICHEVER IS HIGHER YIELD (AMONG (B) AND (C) ABOVE). Spices Board may be advised to send a copy of SAR to the Joint DGFT, Cochin under intimation to DGFT alongwith a set of SAR Report. Accordingly RA may be advised to re-fix the EO based on the above decision upon receipt of SAR from Spices Board and

The committee in consultation with the representative of the Technical Authority present in the meeting decided to ask the applicant to furnish following information/details:- (a) Alcoholic Content in Import Item, (b) Alcohol Content in each of the export product(s) (c) Percentage of Volume by Volume in each of the export product(s) (d) Whether import items are brand names, if so the details for each of the export product(s). (e) Correlation of import inputs with each of the export product(s). (f) Use of empty Bulk Containers of the imported inputs, after consumption of its inputs. (g) Whether empty Bulk Containers will be sent back of not. (h) What is the commercial value of empty Bulk Containers.
