Please Note For information of exporters, Norms Committee - V handles all cases pertaining to fixation/ratification of norms for Export Products falling under ITC (HS) Chapter 41 to 43, 50 to 67 .Communications in respect of cases/pertaining to NC- V may be sent to email address: nc5.dgft@nic.in I. The Norms Committee has taken decision only with respect to technical aspect/wastage norms. While redeeming the applications, RAs should check that the applicant has fulfilled all requirements as prescribed in policy/procedure including those in Policy Circulars issued from time to time or any other provisions under FTP/HBP for EODC. Norms Committee Decision:

The Committee considered the case as per agenda along with other relevant papers and noted that firm has requested to modify the Export Item Description under their Special Advance Authorisation No. 0611001737, dated 07.12.2022, issued under SION J-252. In this regard, they have submitted the PRC decision wherein it was decided to refer the case to NC-5 for resolution/further examination. The issue was deliberated and it was observed that the authorization has been issued based on SION J-252, but the firm has not imported any artificial leather for their exported item. Hence, the change of export item description may not be acceptable. Accordingly, based on the recommendation of the technical authority, the committee decided that the export description must be as per the details of the imported items as allowed in the SION J-252. As regards, fabric consumption for manufacturing export product riding breeches, the firm has provided images of the export product and as the export product is Men's/Ladies Riding Breeches which are tight fit trousers type garment, the requested fabric consumption of 1.491 sq.mtrs/pc appears reasonable, being less than the existing SION J-252 norm of 2.12 sq.mtrs/pc for similar items.
