Please Note For information of exporters, Norms Committee - V handles all cases pertaining to fixation/ratification of norms for Export Products falling under ITC (HS) Chapter 41 to 43, 50 to 67 .Communications in respect of cases/pertaining to NC- V may be sent to email address: nc5.dgft@nic.in I. The Norms Committee has taken decision only with respect to technical aspect/wastage norms. While redeeming the applications, RAs should check that the applicant has fulfilled all requirements as prescribed in policy/procedure including those in Policy Circulars issued from time to time or any other provisions under FTP/HBP for EODC. II. Wherever the Committee has fixed Norms, the concerned RA may ensure that AA is issued on the wastages/consumption as ratified by the Committee or as per wastages claimed in the application, whichever is less. III. Meeting No. NC/5/MEET/Feb/202425/20 dated 05/03/2025 of Norms Committee - V for the year 2024-25 was held on 05/03/2025 under the Chairmanship of Dr. SUNIL BANSAL,Additional DGFT to consider the following applications for ratification of norms in respect of advance authorizations under Duty Exemption Scheme (Chapter-4) of Foreign Trade Policy 2015-20 & Foreign Trade Policy 2023. The Committee considered the case as per agenda along with other relevant papers and noted that firm has requested for review of the fixation of norms against the rejection (due to non-responsive to DL). The firm has given statement of quantities of inputs imported and product exported under 16 bills of entries and shipping bills. The Application/license is for natural silk mixed fabrics/ made ups/sarees. Now firm has stated to have exported only fabrics. While the Export does not appear to have been done as per license and the firm has not submitted the complete information/justification in this regard. Accordingly, based on the recommendation of the technical authority, the committee decided that the firm may be asked to submit the following information: The firm import 5 types of mixed silk fabrics, meaning thereby, the import is mixed silk fabrics of 5 types and export is also mixed fabric, firm may also clarify manufacturing process they have done from mixed silk fabrics of 5 types to manufacture and export the natural silk mixed fabrics, is not clear.
