Minutes of NC-V meeting held on 10.01.2013

        The meeting No.40/AM-13 for the licensing year 2012-13 to consider the cases under Duty Exemption Schemes (Chapter-

4. was held on 10.01.2013 in Room No.11 of DGFT under the Chairmanship of Shri K.C. Rout, Addl. DGFT. The following officers were present:-

At the outset, the Minutes of NC-V Meeting No.38/AM-13, dated 27.12.2012 was taken for ratification. As there were no amendments to the same, the above referred minutes of 27.12.2012 were adopted for implementation by the Committee without any amendment. Hence, classification of export product under chapter 63 of ITC (HS) code is not tenable. The Committee further felt that export product is plastic item and comes under chapter 39 of the ITC (HS) code. Therefore, after deliberation the Committee has decided to transfer this case to NC-VII for a decision.

The Committee also decided to advice to all R.A. that whenever they received such type of application, they should amend the ITC (HS) Code and treat it as Plastic item.

Association of Sodium Hydrosulphite Manufacturers, Vadodara NC 40/AM-13, dt. 10.01.2013 File No.01/84/162/542/AM-13/DES-V Review of Standard Input Output Norms (SION) Nos. G7 and G46 as Sodium Hydro-sulphite is not consumed during the production of the articles and disallow import of SHS in these entries as it is not being used in the final product but is being sold in the market without imposition of ADD.

PRO version Decision: The Committee considered the case as per agenda alongwith other relevant papers and heard Mr. J. Prabhakara Rao, Consultant, present before the NC on behalf of the firm. Mr. Prabhakara Rao explained the details of the case before the Committee. The Committee, after deliberations decided to refer the matter to DIPP for seeking the views of Central Leather Research Institute, Chennai and Council for Leather Exports, Chennai.
