While redeeming the applications, RAs should check that the applicant has fulfilled all requirements as prescribed in policy/procedure including those in Policy Circulars issued from time to time or any other provisions under FTP/HBP for EODC. 19 The firm had applied to RA Ahmedabad under Para 4.07 of the Handbook of Procedures (HBP) seeking norms fixation for the import of Hydrogenated Castor Oil. Upon examination, it was observed that the said item is classified under Chapter 15 of the ITC (HS) Classification of Export and Import Items. As per Para 4.07(iii), read with Para 4.11(a)(i) of the Foreign Trade Policy (FTP), all vegetable/edible oils falling under Chapter 15 are not eligible for import under the self-declaration route. Accordingly, the Norms Committee has rejected the request and directed the firm to regularize the authorisation by paying the applicable customs duty along with interest.
