The Committee considered the case as per agenda. Committee noted that the enhancement recommended by TA, Deptt. of Biotechnology, ranges from 10 times and more in input and that TA has not given any reasons for such huge enhancement. Hence, Committee decided to write to TA for seeking clarifications. An E-mail was issued to TA on 19.6.2012. An e-mail reply dated 28.6.2012 received from DBT was also considered by the Committee and deferred for further discussions. Accordingly the case may be re-listed on 22.8.2012.

The Committee considered the case as per agenda and deliberated upon the representation of the firm dated 9.6.2012 requesting for clarification whether Glass Fibre Yarn Roving can be imported under SION K-34. Committee noted that Yarn as well as Roving Glass Fibre may be used as input for manufacture of Glass Fibre Fabric and, as per ITC HS Classification, both the items have separate ITC HS Code, as under:-

        Glass Fibre Roving : 70191200
        Glass Fibre Yarn     : 70191900
        (Under Heading – Others)

Therefore, Committee is of the view that Roving and Yarn are two different articles of Glass Fibre, and, though both can be used in the manufacture of Glass Fibre Fabric, depending upon requirement, Committee decided to clarify that only Yarn is allowed as an input in the SION K-34.

M/ s MMTC – PAMP India (P) Ltd,

     The Committee considered the case as per agenda.  Committee deliberated upon the application of M/s MMTC – PAMP India (P) Ltd,

dated 12.4.2012 for fixation of norms on ad-hoc basis under Para 4.4.2 HBP Vol. – I. Committee noted that the import item in this case is ‘SILVER BARS – Weight 30 Kg EACH +/-10% (Purity – Minimum 99.9%) and / or Silver Grains (Purity – Minimum 99.9%)’ and the export item is ‘Cast Silver Bars’ of the same purity i.e., minimum 99.9% in the weights of 1.00 Kg, 500 Gms. and 250 Gms.

        As the same level of purity i.e. minimum 99.9%, is claimed both in  import item and export product  by the exporter at Nil Wastage,

Committee decided to approve the case, on net to net basis (with no wastage).

Committee noted that the import item in this case is ‘Scrap of Silver Melted in Bar Form with Identified Silver Content’ and export items are ‘(i) Cast Silver Bars – 01.00 Kgs. Each (Minimum Silver Purity 99.9%) and (ii) Minted Silver Bars – 500 Gms. Each (Minimum Silver Purity 99.9%)’.
