Subject: Modification in the procedure of granting manual Out Of Charge-reg.

Attention of all the importers /stakeholders is invited towards Public Notice No. 31/2023 dated 12.04.2023 regarding clearance of import consignments where duty is not being reflected in ICES after payment, due to issues subsequent to the implementation of Electronic Cash Ledger and it’s integration with various Systems. Vide this Public Notice No. 31/2023 dated 12.04.2023 the facility to obtain manual Out Of Charge was extended to all the categories of importers subject to following the procedure prescribed vide Public Notice No. 28/2023 dated 06.04.2023.

2. In view of the resumption of Electronic Cash Ledger (ECL) on ICEGATE, it has been decided to modify the current procedure of granting manual Out Of Charge. Henceforth, manual Out OfCharge shall be granted only with the prior approval of the concerned Commissioner of Customs, JNCH.

3. All other provisions as mentioned in Public Notice No. 28/2023 dated 06.04.2023 will remain in force and the procedure laid out therein shall be followed scrupulously.
