Subject:- International Transshipment of FCL/LCL cargo from all

Ports/Airports, in view of disruption in maritime routes due to closure of the Strait of Hormuz Section 143AA of the Customs Act, 1962

      Attention of all Importers, Exporters, Customs Brokers, Port Terminal

Operators, Shipping Lines/Agents, CFSs under the jurisdiction of Customs Commissionerate, Mundra, and members of the trade is invited to Circular No. 15/2026-Customs dated 27.03.2026 issued by CBIC on the above subject. 2. All requests for movement of foreign transhipment cargo from any other customs station to Mundra station (INMUN1) or vice versa shall be submitted to the Docks Preventive Section, Customs Commissionerate Mundra, along with:- Letter from the Shipping Line/Agent Copy of Master Bill of Lading which contains seal numbers for containerized cargo Transhipment Bond and Insurance (Sample copy enclosed) 3. The above details submitted by carrier/shipping Line carrying the foreign transhipment cargo shall be: verified with details received from Nodal Officer of the originating Customs station {in case Mundra is destination station} electronically transmitted to the nodal officer of the destination Customs station {in case Mundra is originating station}

  1.   Following additional details, to be furnished by custodian APSEZ and
    

MICT at Mundra, shall be sent electronically by Nodal officer, Mundra to Nodal Officer of originating station in case Mundra is the destination (and vice versa):- Availability of secure storage space at Mundra Adequate infrastructure and logistics is available at Mundra Operational readiness to handle and supervise the cargo

  1.   If all documents are in order and verified, permission for movement shall

  1.   Once goods have been transhipment from Mundra Port to its eventual

foreign destination, the custodian APSEZ and MICT at Mundra shall intimate the on boarding/loading of cargo by submission of SDF, a copy of which shall be forwarded to the Nodal Officer of the originating Customs station for discharge of Bond and records.
