Subject: Implementation of the Sea Cargo Manifest and Transhipment

Regulations (SCMTR), 2018 – Regarding.

In pursuance of CBIC Circular No. 25/2025-Customs dated 08.10.2025, issued by the OSD, Customs Policy Wing, CBIC, New Delhi and letter F. No. CCCO/SYS/MISC/5/2025-SYS dated 10.10.2025 from the Office of the Chief Commissioner of Customs, Gujarat Zone, this Public Notice is issued to ensure uniform implementation of the Sea Cargo Manifest and Transhipment Regulations (SCMTR), 2018 at Mundra Custom House and to sensitise all trade stakeholders. 2.    Attention of all Shipping Lines, Shipping Agents, Freight Forwarders, Custodians, Importers, Exporters, Customs Brokers and other stakeholders is invited to the Sea Cargo Manifest and Transhipment Regulations, 2018, issued vide Notification No. 38/2018-Customs (N.T.) dated 11.05.2018, as amended. 3.  The Board has reviewed implementation of SCMTR 2018 and informed that SAM and SEI have been implemented PAN India from 16.01.2025, SDM from 26.08.2025 and the Stuffing Message (SF) has been piloted at ICD Tughlakabad and CFS-Sattva, Chennai from 29.09.2025. DG Systems shall operationalize the remaining SCMTR messages by 31.12.2025. The transitional provisions under SCMTR 2018 have been extended up to 31.12.2025 vide Notification No. 61/2025- Customs (N.T.) dated 30.09.2025. During this extended timeline, all stakeholders are required to file correct declarations in the prescribed format electronically.

It is expected that SAM and SDM message will be filed correctly in terms of Sections 30, 41, 53 and 54 of the Customs Act, 1962 by all the stake holders. 4.  In this regard, Customs Mundra will conduct weekly outreach programs for smooth implementation of the SCMTR, 2018 among all trade stakeholders. All stakeholders are hereby advised to participate actively in these sessions and utilize the opportunity to seek any necessary clarifications. 5.
