Subject: Submission of proof of Export proceeds realization in ‘DRISHTI’:-
    Attention of all concerned is invited towards Public Notice No 01/2025-26 dated 11.04.2025 regarding the introduction of the ‘DRISHTI’ Export Sale-Proceeds Monitoring System. Such a system is already functional in some other Custom Houses. This office has been emailing more than 20,000 exporters to request them to register on DRISHTI Portal and upload BRCs for shipping bills. This office has also issued more than 7,000 Consultative Letters to the exporters through e-mail, requesting them to submit proof of realization of exports proceeds. Further, the list of exporters with IECs whose shipping bills are pending for realization of export sale proceeds was already published in earlier Public Notice No. 01/2025-26 dated 11.04.2025. However, as on today, only 528 exporters have registered themselves on DRISHTI Portal and only 87 exporters have uploaded BRCs on DRISHTI Portal for verification.

2.     All concerned may take note of the fact that under Rule 18 of the Customs and
   

Central Excise Duties Drawback Rules, 2017, if the exporter fails to produce evidence in respect of realisation of export proceeds within the period allowed under the FEMA, 1999, or any extension of the said period by the RBI, they will be served with the show cause notice for production of evidence of realisation of export proceeds within a period of 30 days from the date of receipt of such notice.

3.     However, before taking the above step, as a fair measure, this office is again
   

requesting all exporters concerned to resister in DRISHTI Portal and see the pending shipping bills where export proceeds are not realized / part realized and upload BRCs on DRISHTI Portal. If the exporter is facing any difficulty in obtaining registration on DRISHTI portal, Drawback & BRC Section may be contacted on e-mail ID dbk- mundra@gov.in / brc-mundra@gov.in.
