Subject: Phase-wise Implementation of Sea Departure Manifest (SDM) and Sea

Departure Notification (SDN) Messages under the Sea Cargo Manifest and Transhipment Regulations (SCMTR), 2025 at Mundra Port – reg. Attention of all stakeholders is invited to the Board’s Notification No. 40/2025- Customs (N.T.) dated 31.05.2025, wherein the transitional provisions under the Sea Cargo Manifest and Transhipment Regulations (Third Amendment), 2025, have been extended up to 30th September, 2025 for Mundra Port. 2. In accordance with the above, it is hereby informed that with effect from 16th July, 2025, the filing of Export General Manifest (EGM) messages shall be discontinued and replaced by the Sea Departure Manifest (SDM) and Sea Departure Notification (SDN) messages under SCMTR. 3. To facilitate a smooth transition and provide technical guidance to the trade, Mundra Customs, in coordination with the Directorate General of Systems, New Delhi, the ICEGATE technical team, and NIC scientists, will conduct a handholding and awareness session on 15/16.07.2025 from 11.30 Hrs onwards at the Conference Hall, Port User Building, Customs House, Mundra Port. 4. All stakeholders are strongly encouraged to attend the session. Representatives from NIC and the ICEGATE technical team will be present to provide hands-on assistance and resolve any technical queries related to the filing of SDM and SDN messages. Stakeholders are advised to attend the session along with their technical personnel and necessary equipment (e.g., laptops) for effective participation and support. 5.
