Subject: Launch of New Customs Passes on the Customs Brokers Licensing

Management System (CBLMS) online portal – reg. Attention of all concerned is invited on the above mentioned subject. 2.  It is informed that the Customs Passes issued through CBLMS portal are equipped with QR Code functionalities which when scanned electronically, displays the current status of the Customs Pass and can also be used for identification of impersonation of Customs Pass holders. However, it has been observed that many Customs Brokers and their authorized employees are still using the old physical Customs Passes as Identity proof of employment as a Customs Broker. 3.  As a trade facilitation measure and in order to bring uniformity in Customs Passes, all Customs Brokers and their employees (F, G and H) working in Mundra Customs Commissionerate under regulation 7(2) and 7(3) of CBLR, 2018 who have not yet opted for the 'QR Code’ Customs Passes are advised to apply for 'QR Code’ Customs Passes through the CBLMS portal by applying through “Issuance of Customs Pass” or “Renewal of Customs Pass” application after surrendering their old Customs Passes. 4.    The design of the Customs Passes issued through the CBLMS portal has been modified.

The Customs Brokers who have already been previously issued ''QR Code’ Customs Passes through the CBLMS portal with Lifetime Validity may opt for the newly designed Customs Passes by filing Renewal of Customs Pass application through the CBLMS portal. 5.  It may be noted that Customs Pass application and issuance process has been made fully online and the Customs Brokers can apply for the Customs Passes by filing online 'Issuance of Customs Pass’ or 'Renewal of Customs Pass’ application through the CBLMS portal. The Customs Passes shall also be issued online and the Customs Brokers can download the same from the CBLMS portal itself. The User Manual along with screenshots showing the procedure to download the Customs Passes is available on the CBLMS portal under 'Knowledge Centre’ - 'Help, Manuals & FAQs’. The user manual is also enclosed with the Public Notice for ready reference. 6.    Importers, exporters and their employees who have been issued manual non-QR Code ‘SELF’ Customs Passes are also advised to upgrade their Customs Passes to QR Code Customs Pass by applying through “Issuance of Customs Pass” application on the CBLMS portal after surrendering their old Customs Passes. 7.  With the introduction of the aforesaid functionality, it is hereby informed that all Customs Passes without QR Code functionality will be treated as invalid w.e.f. 11/08/2025. Further, as a trade facilitation method and since the QR Code Customs Passes can be scanned for verification, the Customs Brokers are allowed to electronically display their QR Code Customs Passes on smartphones at the time of verification. The QR Code on the Customs Passes will be scanned and authenticated by the officers at the time of entry and verification at Customs Stations (including Docks, Container Freight Stations, Warehouses, etc.) within the jurisdiction of Mundra Customs Commissionerate. 8.  This Public Notice shall be treated as a Standing Order for officers working in the jurisdiction of Mundra Customs Commissionerate. 9.  Difficulties, if any, faced in implementing the said Public Notice may be brought to the notice of the undersigned on email id: ag-mundra@gov.in. 10.  This is issued with the approval of the Commissioner of Customs, Mundra.                         (Ajoy Kumar)            Assistant Commissioner of Customs           Customs Broker Section,           Custom House, Mundra Encl: User manual for downloading the Customs Broker Pass on CBLMS.
