Sea Departure Notification (SDN) Messages under the Sea Cargo Manifest and Transhipment Regulations (SCMTR), 2025 at Mundra Port-reg Attention is invited of all concerned to the Board's Notification No. 40/2025- Customs (N.T.) dated 31.05.2025 whereby the transitional provisions under the SCMTR (Third Amendment), 2025 for Mundra Port have been extended upto 30th September 2025. 2. It is informed that the DG Systems & DM has successfully mandated the implementation of SDM and SDN filing at 27 ports as part of the next phase of SCMTR implementation. Mundra Port has been identified for the mandatory filing of SDM and SDN messages with effect from 16.07.2025 (tentatively). Consequently, the existing system of Export General Manifest (EGM) filing shall be discontinued at Mundra Port. It is further informed that technical teams from ICES, ICEGATE and NIC will be present at Mundra Port during the implementation phase to provide necessary support. 3. It is also emphasized that the grant of export incentives will be contingent upon the successful filing of SDM/SDN messages. Therefore, timely and accurate submission of SCMTR messages is essential to claim any such benefits. 4. Any difficulties or issues faced in the implementing this measure may be brought to the notice of the Additional/ Assistant Commissioner of Customs, MCD Section, for redressal.
