The advance/prior Bills of Entry which are fully facilitated

DIN: Date: 23-06-2025 FACILITY CIRCULAR No. Attention of all concerned is invited towards para 3.5 of Circular No. 14/2021-Cus dated 07.07.2021 and Trade Facility Notice No. 01/2021 dated 04.01.2021 2. As everyone is aware, all the advance/prior Bills of Entry which are fully facilitated have been granted the facility of DPD over and above the Entity based DPD extended to AEO clients. 3. It has been noted that an importer, who is a non-DPD Client and whose Bill of Entry has been fully facilitated and granted out of charge, is approaching and taking direct delivery of imported cargo from the Port Terminal upon presenting the OOC and DO from Shipping Line. At the same time, the Shipping Line, while filing the IGM for the same import cargo, has declared the Destination Code corresponding to one of the CFSs in ICES but since the import cargo is fully facilitated, it is being delivered to the importer at the port by the Shipping Line, thus leaving an unfilled gap in the IGM Declaration and actual delivery. It is also noted that Shipping Line is furnishing Import Advance List (IAL) to both the Port Terminal as well as Destined CFS about the incoming cargo which, on account of having been taken delivery by the importer at the port, is neither reaching the CFS nor the CFS is being kept in the loop about cargo cleared in DPD, leading to uncertainty at the end of CFS.

In order to close these gaps, the following procedure is to be adopted. [1] The importer/CB while taking DPD shall mark a copy of email, sent by them to Terminal and Shipping Line, to the MCD Section (Email id: mcd-mundra@gov.in ) [2] The Terminal while emailing the importer/CB confirming that they can take DPD shall also mark a copy of the said email to the MCD section (Email id: mcd- mundra@gov.in) [3] The Terminal shall send a consolidated list of RMS facilitated containers opted for delivery at port to the respective Shipping Lines, who in turn shall communicate the above list of consolidated containers to the MCD Section with a copy to the Destination Code CFS. Customs but is now going to issue DO to the importer for DPD. [4] Since the DPD for RMS facilitated cargo is a trade friendly initiative, there is no need for the Shipping Line to seek any amendment of Destination code CFS on account of DPD, especially as above loop stands complete. 4.    Difficulty, if any, faced in implementation of the said Facility Circular, may be brought to the notice of the Commissioner of Customs, Customs Commissionerate, Mundra through e-mail ID commr-cusmundra@nic.in.
