 M/s  Welspun Gujarat Stahl Roharn Ltd.Varsamedi (Gujarat) through EEPC (India),Kolkata         Meeting No.17/81 F.No.01/81/162/217/AM10/DES­II Dated 28­07­2009   Decision : The case regarding revision of value cap for item covered under DEPB S. No. 350(SION S. No. C­509) and  DEPB S. No. 463(SION  S.  No.  C­593)  was  considered  by  the  Norms  Committee  ­  II  in  its  M.N0.  17/81  held  on  28.07.2009.  Based  on  the recommendations of the representative of DIPP present in the meeting, the Norms Committee observed as under:­   EEPC (India), Kokata has forwarded application from M/s Welspun Gujarat Rohren Limited regarding upward revision of value cap in respect of item at DEPB S.No. 463   ( SION C­593)  of Engineering Products. The present DEPB rate and value cap for this item are  as under:   DEPB Sl.No. Product Description DEPB Rate Value Cap DEPB Compensation  at present value cap 463 Carbon  steel  submerged arc  welded  pipes  as  per API  grade  or  ASIM  grade or equivalent or hot formed steel  bends  as  per  API, ASTM grade or equivalent degree: 0­180 degree 6% Rs. 33,000/MT Rs.1,980 per MT               Firm has submitted export data for the period July to December, 2008 and import data for the period June to December, 2008. FOB value of exports during the period ranges from Rs 48,156 per MT to Rs 80,895 per MT ( Average Rs 66,100 per MT).Based on the export/import data and duty rates on inputs as furnished by the firm, net import duty incident in the export product is Rs 3,216 per MT. For neutralizing this import duty incident at present DEPB rate of 6% , FOB value of the export product is Rs 53,600 per MT. Firm has requested for increase in value cap from existing Rs 33,000 per MT to      Rs 66,000 per MT.     Hence, decided to refer the matter regarding revision of value cap for item covered DEPB S. No. 463(SION S. No. C­593) to DEPB committee with recommendation of enhancement of value cap from Rs. 33/­  to Rs. 53/­ per kg.

As regards revision of value cap for item covered under DEPB S. No. 350(SION S. No. C­509) the matter may be referred to M/o Steel.
