The applicant's reply dated 10.08.2021 was forwarded to MSME for examination & comments on 11.08.2021 followed by reminders on 24.09.2021, 10.11.2021 & 05.01.2022. As per comments of MSME given vide email dated 31.05.2022, the following information was asked to furnish from the applicant:
1. To provide details of the parts being produced from each raw material, blank size and weight, finished weight along with manufacturing process.
The applicant's reply was received vide email dated 02.07.2022 and the same was forwarded to DPIIT on 26.07.2022 for examination & comments as the previous Technical Representative of MSME has been relieved and: no one has taken up the charge. The copy of application was sent to MSME on 08.09.2020 for examination of the case. As per comments of MSME received via email dated 16.06.2021, a deficiency letter was sent to the applicant on 13.08.2021 for furnishing the following information:

As per NC decision, a deficiency letter as raised by MSME was issued to the applicant on 27.09.2021. The applicant via email dated 28.09.2021 informed that their unit is not registered under MSME Act, 2006. Therefore, they do not have any MSME-DI wastage report issued by MSME Authority and also such wastage report is not issued by KASEZ Authority. MSME was reminded on 09.03.2022 for expediting the comments. As per comments of MSME given vide email dated 31.05.2022, the following information was asked to furnish from the applicant on 18.07.2022:
1. Detail technical drawings with dimension of each export product, Catalogue, if any, may also be furnished. 2. Weight of each Export Product. 3. Weight of each of the imported and indigenous input, separately for each product, for the purpose of material balancing. Net weight (Gross weight minus wastage) for each imported and indigenous input in the export product may be indicated. Net weight along with details of other imported input to be used in the resultant product and sought to be imported/procured from sources other than the license, if any, may also be indicated. . 4.

Case history: The Committee considered the case as per agenda and noted that the case was rejected in Meeting No. 06/80-ALC2/2016dated 21.06.2016 due to non-submission of reply of deficiency letter dated 19.04.2016 as raised by DIPP (Chemical) vide ID No.7/77/2016-TSW dated 26.02.2016.However, the applicant had requested for fixation of ad-hoc norms. The Committee reconsidered the case and noted that following information had been asked from the applicant on 25.11.2020 as per comments of DPIIT vide U. O. 1. To indicate weight of each type of rubber rollers to be exported, giving its composition i.e. net weight of rubber parts, Metal/Aluminium shell, handle etc. .

1. Items like directional valve, proximate switch, are chute etc. is classified as consumable and their Unit of measurement give in numbers.
2. Components are allowed on net-to-net basis with NIL wastage. However, it is observed that wastage has been claimed on components such as rubber items, melamine foam, PVC tape, FRP Panel etc. The quantity (number) of components should be integral multiples of export quantity.
3. Starting from the specification of the export product, basic calculation as to how of raw material proposed for import has been arrived at, including the net weight of components to be manufactured out of these imported materials, wastages claimed at each stage of manufacturing with complete justification and supported by documentary evidence/drawings etc.
4. Quantitative justification may please be furnished for consumables. 5. The Firm to provide revised list keeping in view the above mentioned observations.

Case History: The case was approved by NC in its Meeting No. 01/80dated 03.04.2019. The firm has stated that inadvertently they have submitted the online application with export & import quantity in KGs as same without any wastage. Therefore, on the basis of online application submitted at the office of Add. DGFT CLA, New Delhi norms was fixed by DGFT in its meeting No. 05/80 dated 28.06.2018. Hence, they have requested to reconsider their application on basis of actual wastage and revise the norms. The applicant vide their email/letter dated 22.07.2021 stated that they have obtained advance authorization for importing various components and raw material on a customs duty free basis for manufacturing metro rail coaches. The firm has mentioned that they have making efforts for filing the aid online application initially the portal was not allowing to file the application itself as the licence was tagged under the SION norms category. The import items which they required norms fixation includes approximately 5000 line items. While attempting to upload each of the items they have been facing issue of auto logout from the portal with data already posted not being saved. Now, they have requested to accept their application for norms fixation in the physical form. The Committee reconsidered the case as per agenda and noted that the firm’s representation was forward to DHI on 19.08.2021 for examination of the case. The representative of DHI asked for background of the case.
