(i)
ln certain cases the decision of the Norms Committee refers to the Recommendations /
Observations / Deficiencies received from the concerned Technical Authority. Wherever
applicable, a scanned copy of such document has been placed at the end of the Minutes,
in running serial orders. The concerned firm may go through the same and respond
accordingly.
(ii)
lt is also informed that all applications/representations/reply to the Deficiency
letters etc. may be sent to Shri Darshan Singh, Additional DGFT and Chairman, NC-
l. The email address is: darshan.sinqh@nic.in and nc1.dqft@nic.in. All firms are
also requested to mail/send their present valid email addresses so that
correspondences can be made through email only.
The meeting No. 01/18 of the Norms Committee (NC-l) for the licensing year 2017-2018
which was scheduled to be held on 11.04.2017 under the Chairmanship of Sh. Darshan Singh,

Decision: The following points were considered by the Norms committee for review of scrap norms:
1. Request is for revision of scrap norms for the manufacture of lndustrial Sewing Machine
Needles by an EOU in terms of para 6.08 (e) of Foreign Trade policy 2O1S-20 and not for
revision of norms under Advance Authorization.
2. While fixing SIONs or adhoc norms under Advance Authorization, recovery is normally taken
from the scrap generated during the manufacturing operations. ln case EOU/SEZ units, as
disposal of scrap is on payment of appticable duties, recovery for scrap is not required to be
taken for fixing of scrap norms.
3. Even if SION exits for Sewing Machine Needles at C-800, wastage may vary for different
sewing machine needles, depending upon their sizes & shapes.
4. ln the present case, MSME-DI, Bangalore have certified scrap norms, after inspection of the
manufacturing process.
ln view of the above and as the scrap norms shall be used for the disposal of scrap actually
generated during the manufacturing operations on payment of applicable duties and not for fixation of
norms under Advance Authorization, it was decided to accept the recommendations of MSME-DI,
Bangalore for revision of scrap norms for manufacture of lnduskial Sewing Machine Needles in terms of
## para 6.08 (e) of Foreign Trade Policy 2015-20. This decision shall however be applicable as ad hoc
norms for this application only.

IWs Schmetzlndiah/t Ltd., is a manufacturer of Sewing Machine Needles made from using imported raw
material - High Carbon Chrome Vanadium Alloy Steel Wire received with identification of Barrel No. are
stored and sent to Wire Cutting Department for processing. Further the raw materials are taken up for
machining which involves various operations like Rounding, Swaging, Rolling and Marking, Soft
Straightening, Stamping, Groove Milling, Barb Grinding and Poin! Hardening, Chemical Deburring,
Brushing and Polishing, Chrome Plating , Hard Straightening, Final Polishing, Final Inspection using
, special purpose mbchines, then sent for packing and labeling to storage. Scrap generated during the process
are stored separately.
The Unit used Dia 2.02 & 2.00 mm High Carbon Chrome Vanadium Alloy Steel as the basic input of raw
material which is imported from Germany. There are various operations done using the State of Art of
machining using Machines like mainly, Swaging Machine, Stamping Machine, Chrome Plating Machine,
Pero Washing Machine etc.,
The major operations involved in machine are Wire Cutting, Rounding, Swaging, Rolling and Marking,
Stamping, Barb ginding & Pointing, Hardening, Chemical De-burring, Brushing & Polishing, Chrome
Plating Hard Straightening, Fial Polishing. Scrap will get generated during mentioned operations.
The machined finished products will be inspected for dimensions as per specification using profile hojector,
Microscopes, Varnier Caliper, Micrometer, different special gauges at different stages After appearance t€st
for dent / forging defects, Finished Parts are packed in specified packs for final dispatch.

OBJECTIVE:.
The objective of this report is to assess the Scrap / Wastage generated during the process - from raw
material to the finishing product) technically termed as SION (Standard Input-Output Norms) and to provide
a technical report regarding the scrap / wastage during production process as required by CSEZ authorities
to fix the norns.
OBSERVATIONS AND CALCULATIONS:-
During inspection of manufacturing process it was observed that the scrap was generated during machining
