5 Decision : The case regarding ratification of norms in respect of above authorization was considered by the Norms Committee (NCI) in its Meeting No.16/11 held on 27.07.2010. As per the written comments of DHI communicated vide their U.O. Note No. 3(60)/09TSW(B) dated 14.7.2010, the Committee decided to ratify the norms in respect of the subject advance authorization as under: Description of export products may be modified as follows and incorporated in the licence. 1. Steam Turbine and their auxiliaries 2 Set (1446 MT) 2. Condenser and their auxiliaries 2 Set (970 MT) 3. Generator and their auxiliaries 6 Set (1668 MT) Imports: The recommendation is based on per set basis. 1. Item no 1 to 10 except item no 3 Imports may be allowed as applied for as either qty is small or there can be no recovery from the wastage. 2. Item no 3 Forging for 2L& 2R 255 numbers & Forging for 3L& 3R 256 numbers. 3. Item no 11 “Finished” may be suffixed to the description. 4. Item no 12 to 42 Components& may be allowed under GN4. 5. Item no 43 , 50 &157 The firm has not given calculation of requirement. Hence may be deleted. 6. Item no 44 to 57 except item no 50 These are BOI items & may be allowed under GN4. 7. Item no 58 & 66 The item may be deleted as weight has not been given. 8. Item no 59 May be allowed under GN4. 9. Item no 60 Quantity may be amended to 2,000 number of weight 3.15 MT. 10. Item no 61 Quantity may be amended to 2,000 number of weight 7 MT. 11. Item no 62 & 63 may be allowed under GN4. 12. Item no 64 The firm has given calculation for 15 Mt & the same may be allowed. Item no 146 may be deleted as the firm has asked either of the two items. 13. Item no 65 & 67 May be allowed as of low quantity. 14. Item no 68 & 69 The firm has stated that the net weight is 118.16 MT. With 20% wastage the entitlement comes to 141.8 MT & the same may be recommended. 15. Item no 70 to 78 may be allowed as applied for as there can be no recovery. 16. Item no 79 to 112 May be allowed under GN4. 17. Item no 113 to 145 These are insulating material & may be allowed with in 7% of sale value of generator. 18. Item no 147 to 154 These are components & may be allowed under GN4. 19. Item no 155This item is used for manufacture of turbine, condenser & Generator. Total quantity allowed is 1450 MT with 10% wastage.( Quantity allowed is total & not per set) 20. Item no 156 10.2 MT may be allowed with 10% wastage as requested by the firm during application. 21. Item no 158 & 159 may be allowed as applied for. 22. Item no 160 9.6 MT may be allowed with 10% wastage as requested by the firm during application. 23. Item no 161 to 164 Welding material. The firm has not given the calculation of requirement or weight of the welding material. Hence may be deleted. 24. Item no 165 to 174 These are spares. May be allowed as per spares policy. The Regional Authority may take necessary action accordingly.
