The case regarding ratification of norms of the subject advance authorization was  considered  by  the  Norms  Committee  (NC­I)  in  its  M.No.13/10  held  on 30.06.2009 as per the agenda. The representative of DIPP informed the Committee that details of the case are readily not available with him. The Committee therefore handed over the case file to the technical authority for examination and submission of comments. The case may be relisted on 18.08.2009.

M/s.  Pararpur  Cooling Towers  Ltd., HQ F.No.01/80/50/00958/AM09/DES.I   Meeting No. 13/10  RA.F.No.02/21/040/00315/AM09 Lic.No.0210119229 Date 04. 11.2008 Date:  30.06.2009 revision of  norms. The  case  regarding  revision  of  norms  of  the  subject  advance  authorization  was  considered  by  the  Norms  Committee  (NC­I)  in  its  M.No.13/10  held  on 30.06.2009 as per the agenda.  The Committee noted that authorization was obtained by the party under SION C­1708 and there is no policy provision or instruction in policy circular no. 20 dt. 05.12.2007 for grant of additional items, as the application was not made under para 4.7 of Handbook of Procedures Vol.I. Therefore, firm’s request for additional input which is not covered under the SION can not be acceded to.  The firm has also requested to allow both Plywood as well as Pine lumber as both the items are essential to manufacture the export product. As per the firm’s representation, RA Kolkata’s interpretation is that only one of the two items may only be allowed as per SION C­1708.  The Committee after taking note of the firm’s request decided to advise the RA to allow both Plywood and Pine lumber as inputs, within the total permissible quantity against Sl.No.6 of SION C­1708. A copy of firm’s representation may be forwarded to RA also.

M/s.  Pararpur  Cooling Towers  Ltd., HQ F.No.01/80/162/351/AM10/DES.I   Meeting No. 13/10     Date:  30.06.2009 Modification of SION The case regarding modification of SION C­1708 was considered by the Norms Committee (NC­I) in its M.No.13/10 held on 30.06.2009 as per the agenda.  The Committee requested DIPP to examine the case and offer their written comments.  The case may be relisted on 18.08.2009. Supplementary agenda case Case No.   Policy matters, HQ F.No.01/80/162/351/AM10/DES.I   Meeting No. 13/10     Date:  30.06.2009 Fixation of wastage norms for 100% The Committee observed that number of proposals are being received in Norms Committee from Development Commissioners for fixation of SIONs for the products manufactured by EOUs. In most of the cases, these products are a large number of fabricated components manufactured by a particular EOU. SIONs are normally not fixed for such products manufactured by a single unit and are for the usage by the industries on all India basis.  Further SIONs are used under the duty exemption scheme for the purpose of duty free import of inputs required for export products. While fixing SIONs, a provision is also made for the recovery of duties forgone on the scrap generated out of the duty free imported metallic inputs and disposed of in the market as there is no provision under the duty exemption scheme for recovery of duties at the time of sale of scrap. As under EOU scheme, scrap is cleared in the DTA on payment of applicable duties.
