At the outset, the Committee noted that the procedure for allocation for year 2025-26, for
import of -
(i) Calcined Petroleum Coke (CPC) for Aluminium Industry and
(ii) Raw Petroleum Coke (RPC) for CPC manufacturing industry
was notified vide Public Notice No. 48/2024-25 dated 12.02.2025, similar to Public Notice No.
49/2023 dated 11.03.2024 for last year FY24-25, to file applications upto 28th February, 2025.
3. In pursuance of above, 25 applications were received for import of RPC (ITC HS
Code 27131110) and 4 applications were received for Import of CPC (ITC HS Code 27131210).
Further, 3 applications were received in “Other” (ITC HS Code 27131190 & 27131290)

4. The Committee noted that pursuant to the recommendations of CAQM issued vide Order
dated 15.02.2024, DGFT vide Notification 68/2023 dated 07.03.2024 and Notification no.

The Committee noted that pursuant to the recommendations of CAQM issued vide Order dated 15.02.2024, DGFT vide Notification 68/2023 dated 07.03.2024 and Notification no. 27/2024-25 dated 04.09.2024 had notified total import of 1.9 Million MTs of RPC for manufacturing CPC and 0.8 Million MTs of CPC for Aluminium Industry for 2025- 26, subject to the conditions mentioned therein. Further to the said Orders, to bring uniformity to the allocation process, the Committee decided to allocate RPC and CPC by adopting following criteria: i. The production capacity of Calciners was converted to RPC Input requirement at an industry average conversion rate i.e., 1:1.36
ii. In case the RPC Input permitted in the CTO, was lower than the quantity at the conversion
rate, the lower of the two values was considered.
iii. The total quantity permitted for import is allocated on a proportionate basis among the
applicants after taking into consideration the production capacity of the applicant and the
requirement quoted in the application.
6. In cases where import quantity requested is lower than the import quantity eligible, the
arising surplus is redistributed among other applicants proportionately. Accordingly, based on
the above principles, the Committee decided the import allocation as stated at Annexure-I for
CPC & Annexure-II for RPC, subject to conditions as notified by DGFT.

For Applications submitted under others category, the committee decided to take up these Applications in EFC meeting, as it is observed that these applications are not for import of RPC and CPC as regulated by the CAQM Order dated 15.02.2024. 7. The copy of the Restricted Import Authorisation issued by DGFT shall be submitted to concerned SPCB, CPCB and MoEF&CC for monitoring purposes. 8. Subsequent to obtaining the Import Authorisation for the year 2025-26, in case, if the applicant is not able to utilize/ import the entire quantity for which the license has been issued, the applicant shall intimate the same to DGFT through email at import-dgft@nic.in on or before 31.10.2025 to facilitate re-distribution of any un-utilized quantities to other applicants who had applied initially. 9. The Committee also noted that there were instances of surrendered allocations in the past year. The Committee has deliberated that, in the subsequent years, such non-utilisation or partial utilisation of the allocated quantity by the entities will be factored while considering allocations during subsequent year by way of reducing their allocations. 10. The Committee further noted that the allocations are subject to the declaration from the applicants that the RPC/CPC imported against the Authorisation is subject to Actual user condition and cannot be exported.

The above allocation has been made as per the documents submitted by the applicant along with the online application. If at any point any discrepancy is found in the said documents provided, or the firm is found to be in violation of any of the conditions specified on the authorization, the allocation will be cancelled ab-initio. Appropriate action shall be initiated thereafter under the relevant provisions of the FT (D&R) Act, 1992, as amended from time to time.
